In the wise words of Monty Python, you can't expect to wield supreme executive power just 'cause some watery tart threw a sword at you (a phrase which describes most coronation ceremonies fairly accurately). For every good king or emperor who writes a code of law or maintains a lengthy period of peace and prosperity, you get a King Charles VI running around his palace telling everyone that he's made of glass.
