Ilan Yulan Carias Archaga Ilan Yulan On November 3, 2021, Archaga Carias, a Honduran fugitive, drug lord, and suspected MS-13 gang leader, was added to the FBI's list of the Ten Most Wanted Fugitives.

Archaga Carias was born on February 13, 1982. He is sought after for crimes involving firearms, drugs, and racketeering. According to reports, Archaga Carias is in charge of MS-13 in all of Honduras and is thought to be supplying cash, weapons, and drugs to gang members operating in the US.

He is also suspected of giving the go-ahead to kill members of rival gangs. He may still be in Honduras, according to authorities. The FBI's Ten Most Wanted Fugitives list will include Archaga Carias in 2021 as the 526th fugitive. He took the place of American wanted man Robert William Fisher, who was taken off the list because he no longer met the requirements.

In exchange for the information that led to his capture, the FBI offered a reward of up to $100,000. The American federal government increased its pressure on Archaga Carias on February 8, 2023. Through its Narcotics Rewards Program, the United States Department of State's Bureau of International Narcotics and Law Enforcement Affairs made a reward offer of $5 million USD.

The same day, Executive Order 13581's Office of Foreign Assets Control of the United States Department of the Treasury announced that he had been sanctioned by being added to the list of Specially Designated Nationals and Blocked Persons. Archaga Caras, who was detained in 2015, was jailed in Honduras after being found guilty of money laundering and illicit association.

In order to attend a court hearing in El Progreso, which is located about 28 kilometres from San Pedro Sula, Archaga Caras was released from prison on February 13, 2020. Instead of the customary helicopter, a van was used to transport him.

He was accompanied by hardly any security personnel, and the military police were not informed in advance, as is customary when a high-profile prisoner is moving. When he arrived at the courthouse in the northern Honduran city of El Progreso, an MS13 squad stormed in and assisted him in fleeing in a hail of gunfire.

In security footage, two groups of men in military police uniforms can be seen arriving on the scene. A decoy prisoner in handcuffs was being escorted by the first group. The second involved escorting a man who was wearing a black tunic, which is typically worn to conceal a witness's or victim's identity.

This time, it was used to conceal weapons and ammunition. Archaga Carias was indicted in 2021 by the US Attorney for the Southern District of New York on charges of racketeering, drug trafficking, and possessing a firearm.

After being charged, Archaga Carias was added to the FBI's Ten Most Wanted Fugitives list as the 526th fugitive. He took the place of American wanted man Robert William Fisher, who was taken off the list because he no longer met the requirements.

In exchange for the information that led to his capture, the FBI offered a reward of up to $100,000. MS-13 and Archaga Carias were the focus of an episode of the FBI's podcast and YouTube series Inside the FBI in 2022.

His inclusion on the Specially Designated Nationals and Blocked Persons List in accordance with Executive Order 13581 resulted in sanctions being announced by the Office of Foreign Assets Control of the United States Department of the Treasury.

Archagaegeus Carias' assets are frozen by the sanctions, and Americans doing business with him risk being prosecuted under the International Emergency Economic Powers Act. The Bureau of International Narcotics and Law Enforcement Affairs announced a $5 million USD reward on February 8, 2023, for information that results in Archaga Carias's capture and conviction.
