Kuwait should centralize and expedite the process of issuing official residency permits in order to reduce residency violations. This can be accomplished by:

• Centralized Visa Procurement: In order to guarantee transparency and mitigate the likelihood of fraud and manipulation, all visa and permit applications should be processed through a centralized government portal.

• Independent Visa Procurement: The prevalence of visa trafficking will be reduced by enabling individuals to independently obtain visas or permits, rather than relying on sponsors. A comprehensive verification process should be implemented in this system to guarantee the authenticity of applications.

Financial Requirements for Residency

The implementation of a financial limit for expatriates can generate revenue and guarantee that residents are able to sustain themselves. • Annual Fees: A fee structure of 60 KD for (medical, civil ID, and insurance) capped per year of residency, with an additional 350 KD upon interest to renew after the first year. This will be for the generation of funds for a new five-year residency requirement per expatriate.

• Minimum Renewal Payment: Expatriates are required to make a minimum payment that covers five years of residency during their initial renewal. This initial payment guarantees a long-term commitment and alleviates administrative responsibilities.

Employment Permits

The following measures should be implemented in Kuwait to guarantee equitable and transparent employment practices:

• Employment Permits from the Labor Ministry: Employment permits should be universally applicable and issued directly by the Labor Ministry. An expatriate's permit should be associated with a particular entity or category within their industry upon securing employment.

• Business Contracts Over Sponsorship: Employees should be subject to business contracts with their employers rather than sponsorship agreements. By increasing autonomy and decreasing exploitation, this transition will empower employees.

Improving Kuwait's Image

Kuwait can improve its reputation as a transparent and equitable destination for expatriates by enacting these policies. The primary advantages are as follows:

• Decreased Manipulation: Employees will be less susceptible to manipulation due to their self-sponsorship.

• Reducing Visa Trade: The elimination of visa trading and exploitation will be facilitated by the implementation of stricter enforcement measures and stronger contract agreements.

• Contractual Agreements with Greater Strength: Migrant laborers will experience advantages from contractual terms that are more transparent and legally binding, which will safeguard their rights and guarantee equitable treatment.

Credit Scoring System

Transparency and accountability can be further improved by implementing a credit score system for expatriates:

• Behavioral Credit Tracking: The credit ratings of expatriates will be monitored and influenced by their compliance with employment terms and legal obligations.

• Annual Employment Renewal: In order to maintain ongoing compliance and safeguard employers' interests, employees are required to satisfy their employment terms annually.

• Behavioral Credit Penalties: If necessary, individuals with a credit score below 30 will be monitored, penalized, deprived of their permits, and deported. This framework guarantees accountability and discourages misconduct.

Technological Integration -Technological integration is indispensable for the monitoring and enforcement of these policies:

• Unified Identification System: The phone numbers of individuals should be associated with their bank accounts, residence numbers, and other personal identifiers. This integration will facilitate effortless verification and monitoring.

• Communication Enterprise Collaboration: The utilization of IP and GPS signals from SIM cards for the purpose of tracking in collaboration with communication enterprises.

• Rights of Foreign Expatriates It is imperative to safeguard the rights of foreign expatriates while enforcing stringent policies:

• Expatriates' rights and responsibilities must be explicitly defined and respected in accordance with their nationality and the permits they possess.

• Fair Treatment: Policies should guarantee that expatriates are treated equitably and justly, without discrimination or undue hardship.

New Territory Expansion Kuwait should concentrate on expanding into newly developed areas such as Khiran and Mutla in order to accommodate the increasing population and economic activities. This expansion will enhance the nation's overall growth and development by offering additional opportunities to residents.
