As a leader of MS-13, he allegedly controlled gang activity, directed violent acts (including multiple murders), and orchestrated the transportation of large quantities of cocaine through Honduras to the United States.
2. Ruja Ignatova
Often referred to as the "Cryptoqueen," Ignatova is wanted for her alleged role in running OneCoin, a massive cryptocurrency fraud scheme. She and others are accused of defrauding investors out of billions of dollars worldwide. Ignatova disappeared in 2017 shortly after a federal warrant was issued for her arrest, and she remains one of the highest-profile white-collar criminals on the list.
3. Wilver Villegas-Palomino
A ranking member of the National Liberation Army (ELN), a designated foreign terrorist organization in Colombia, Villegas-Palomino is wanted for narcoterrorism and international cocaine distribution. 4. Alexis Flores

8. Donald Eugene Fields II

Innocent is the leader of the Kraze Barye gang in Haiti. He is wanted for his alleged involvement in the armed hostage-taking of 16 U.S. citizens and one Canadian citizen in Haiti in 2021. The victims, who were Christian missionaries, were held for weeks. He is also wanted in connection with the kidnapping and murder of an American citizen in Haiti in 2022.
10. Omar Alexander Cardenas
Cardenas is wanted for his alleged involvement in the murder of a man outside a barbershop in Sylmar, California, in 2019. He is known to be associated with a street gang and is considered armed and dangerous.
