Adoption/Implementation of Information and Government Services to the Province of Laguna: CASE STUDIES

I. Background
1.1 Overview
Citizens in metro and countryside will enjoy equal access to ICT services, the Department of the Information and Communications Technology (DICT) said. Tech4ED stands for Technology for Education, to gain Employment, train Entrepreneurs towards Economic Development. 1.2 Demographic
Laguna, authoritatively known as the Province of Laguna (Filipino: Lalawigan ng Laguna; Spanish: Provincia de Laguna), is an area in the Philippines, situated in the Calabarzon locale in Luzon.
Its capital is Santa Cruz and the province is situated southeast of Metro Manila, south of the vicinity of Rizal, west of Quezon, north of Batangas, and east of Cavite. Laguna embraces the southern shores of Laguna de Bay, the biggest lake in the nation.

1.3 Economy

II. DICT Services
Home is where the good services are! DICT Laguna in Calamba is one of the provincial offices of the DICT-National Government; thus an extension to serve the people of Laguna. We also promote “DICT of the people and for the people”.
Our practice upholds a purposeful approach, achieving decisive and unambiguous results. We are assertive, goal-oriented and our thoroughness allows us to say that we are not opinionated but rather we are right.
2.1 TECH4ED
Tech4ED Project provides access points for individuals and communities that will bridge the digital and education divide. It also aims to perform the following:
● first, promote grassroots development and opportunities for inclusive growth and poverty reduction
● more so, give communities access to information, communication, technology, government services, non-formal education, skills training, job markets, and business portals.
For Analysis: Project, thus heavily relies on Partnership with the GAs, LGUs, Private Sectors, and Non-Government Orgs for its success and sustainability.
A. Formulation of Training Centers
On February 02, 2018, the City Government of Biñan through the City Information and Communications Technology Office (ICTO) headed by
Mr. Ramon Almazan, in partnership with the Department of Information and Communications Technology (DICT) Luzon Cluster II directed by Ms. Chery Ortega, signed the Memorandum of Agreement for Tech4Ed Training Center at Francisco Engracio Mercado Bldg., Brgy. Poblacion.
The Technology for Education, Employment, Entrepreneurs, and Economic Development (Tech4ED) Project aims to establish sustainable Tech4ED centers, provide and develop innovative ICT-enabled services and content for the socio-economic development of communities, especially the unserved and underserved communities, ensure availability of competent Tech4ED knowledge workers and increase awareness, appreciation of and support for the Tech4ED Project.
B. Academic Institution Partnership
Laguna State Polytechnic University (LSPU) San Pablo City Campus gathered over 2,000 college and senior high students and teachers from around the province to bring awareness on cybersecurity, including the forms of cybercrimes and the ways to keep online personal information safe.
As part of the caravan, DICT also met with the school faculty and administrators to encourage them to integrate cybersecurity in their curriculum to help make cyber safety a way of life for future generations.
“Our reality now is not just the physical world. Our reality now is a convergence of the physical world and also cyberspace, so this leads us to the importance of cybersecurity in our present lives,” DICT Executive Assistant Fleur-de-lis Nadua expressed in her talk regarding protecting oneself in cyberspace.
If there is a war currently happening in the physical world such as the war against illegal drugs, crimes, terrorism, and rebellion like what is taking place in Marawi, she explains, there is also a war going on in the virtual world.
She also added that the attacks present in cyberspace is ranging from the simple ones as phishing to a worse form as cyberterrorism and espionage by governments to other governments.
“According to International Telecommunication Union or ITU, cybersecurity is the collection of tools, policies, security concepts, security safeguards, guidelines, risk management approaches, actions, training, best practices, assurance and technologies that can be used to protect the cyber environment and organization in users assets,” she states, summarizing it is everything that protects us in cyberspace.
NCM ICT DIAGNOSTIC EXAMINATION for the Students of LSPU-San Pablo in Master of Science in Information Technology (MSIT) happened last August 25, 2018. They took the diagnostic exams to determine their fitness in the field of ICT. Sir Manny wished the examinees good luck.
C. Awareness and Assembly
Data Privacy Regional Summit Held in Laguna.
The province of Laguna hosted the Data Privacy Regional Summit organized by the Department of Information and Technology (DICT) through the National Privacy Commission (NPC), in cooperation with the provincial government of Laguna. At the summit, the DICT was tasked with communication agenda, to improve public access to the Internet. This complies with Republic Act 10173 or The Data Privacy Act of 2012.
Atty. John Paul Fernandez, Executive Assistant III of NPC, discussed the overview and essential points of RA 10173 and stressed the five pillars of accountability and compliance, namely: Commit to comply: Appoint a Data Protection Officer; Know your Risks: Conduct a Privacy Risk or Impact Assessment; Be Accountable: Develop a Privacy Management Program and Privacy Manual; Demonstrate your Compliance: Implement Privacy and Data Protection Measures, and Be Prepared for Breach: Regularly Exercise your Breach Reporting Procedure.
On the other hand, Mr. Jonathan Y. Ragsag, OIC-Chief, Data Security and Technology Standards Division discussed the Privacy Impact Assessment and Privacy Management Program.
In the course of his talk, he pointed out the eight rights to privacy of the data subject. These are the right to be informed, right to object, right to access, right to erasure and blocking, right to correction and rectification, right to file a complaint, right to data portability, and lastly, the right to damages.
Moreover, Atty. Vida G. Bocar, OIC-Chief of Compliance and Monitoring Division, discussed Breach of Management. According to her, we are liable to secure all the data that we had gathered to avoid all the relative and appropriate sanctions.
Finally, Ms. Elisa May A. Cuevas, Executive Director IV, discussed the Building a Privacy Resilient Workplace. As a final note, she advised that if we don’t need it (referring to the data we are collecting from the data subject), then don’t collect it. If you can’t handle it, don’t collect it, Cuevas added. RA 10173 is an act protecting individual information in information and communications systems in the government and the private sector, creating for this purpose a national privacy commission, and for other purposes.
III. Sought Analysis
This case study describes the current adoption/Implementation of Services offered by DiCT to the Province of Laguna.
The following problems/concerns were found during the formulation of outcome/recommendation to further improve the services offered by the department:
1. Budget
- Budget constraints, thus it heavily rely on the partnership with Ga’s, LGUs, Private Sectors, and Non-Government Organization for success sustainability.
2. Human Resources and Facilities
- Since its formation on May 20, 2016, constantly increasing its facilities/human resources may not enough in delivering ICT services. Personnel who are specialized and Location for training are needed.
3. Offices are not Functioning as they use to.
- Most of the Offices are newly built or been restructured and functioned as IT department of each of the municipality and has a tendency not to function as it usually does this training, awareness, and seminar are very limited.
4. Lack of Initiative
Ability to develop a new and fresh idea without relying too much on tie-up and partnership.

IV. Future Direction
Our research found out that to be able for the DICT to function properly, it must overcome the roadblock that hinders ICT development in the region(see the diagram) and each municipality branches of DICT functions not only as an IT/MIS Department but promote awareness, conduct programs to deliver the line “DICT of the people and of the people”
