This is the second article in a series about films or television shows you should watch if you want to work for the Chief of Police.

You should read the article 9 Films You Should Watch if You Want to Catch a Thief first if you haven't read it yet before you go any further.

Introduction

There are at least 35 serial killers currently searching for a new victim at any given time within the United States of America.

70% of all serial killers received extensive head injuries as children. If you are a parent please buy the best helmet you can afford and coordinate with other parents and make sure they have enough helmets for all their children.

If one of the parents is currently unemployed then collect a few cents from each working parent and use the cash to buy as many helmets as required.

Find cheap used helmets on eBay and resell them on Craigslist and in flea markets in your area.

The last thing we need is a new serial killer in your area because you could not invest $100 each day on a teenager selling helmets for you at cost in those skating parks where the kids are jumping and Evel Knieveling all the time.

Remember, you are not running a business. You are keeping your entire community safer.

If you are a wealthy individual then start a charity focused on renting used helmets to poor families.

72.5% of all serial killers are drug addicts and/or alcoholics and/or smokers. We are always thinking about very smart and wealthy individuals with advanced medical degrees when we are using the words serial killer because Tomas Harris has inserted this idea very deeply into our brains but the truth is most serial killers are uneducated, poor, and addicted to tobacco, alcohol, and other controlled substances.

These addictions keep them impoverished indefinitely and they cannot afford any detox clinics.

You should make regular donations to all the charities in your area solving these complex problems for you.

If you cannot find a place where you can get a clean bed and a qualified medical staff with an endless supply of methadone in your area then you should start your own charity.

There are many charities focused on the drug addiction problem but not nearly enough in the tobacco and alcohol problem.

Most people think these two problems are not as serious or dangerous as the drug addiction problem but the truth is these two problems are equally important if you want to reduce the number of serial killers in your area.

If you happen to own a small business near a convenience store then install a web camera and record every individual coming out of the location. Eventually, some kids will ask an adult to buy some beers for them and you will have enough evidence to arrest or at least fine this apparently harmless criminal.

It is difficult to fight these fights and extremely expensive but somebody has to do it. Maybe you can explain what you are doing to other parents and they will contribute a few dollars to pay for the web cameras.

7.84% of all serial killers are murdering their victims because they are very angry.

If you are running a small business then you really need to set up an "anger management" rainy day fund increasing the price of all your products and services by a few cents. Just a small amount of money your regular customers won't notice.

If a customer is complaining about something then you use this "anger management" rainy day fund to refund the cash to the customer and he leaves your small business pleased.

Keep detailed records of the customers receiving all the refunds and if a smart customer is too unhappy buying there then simply fire him or her.

Sometimes you need to fire your own customers.

If you keep 100% of your customers happy and one of them happens to be a serial killer then you may save lives.

This is better explained in the film Falling Down.

42% of all serial killers murder their victims inside their own homes. Please take a picture of each private residence you decide to visit and send it to someone you can trust.

Include the exact address and time. The serial killer will realize that you are very smart and he will let you leave his home. He will simply choose a less cautious victim.

If he kills you anyway, at least the police can follow that lead after they question your friend.

Here are a few films about serial killers.

Hannibal Rising

If you don't know who Hannibal Lecter is then you must be a very young human being or you were born on another planet.

In any case, let me explain to you a bit about this fictional character created by Thomas Harris.

You must begin your Hannibal Lecter education with this 2007 film. This is like watching X-Men: First Class originally released in 2011 before watching X-Men originally released in 2000.

If you haven't watched any of those films then you should not be here right now. Turn off your computer, tablet, phablet, phone or Amazon Kindle right now and watch those amazing films on your huge 4K TV and come back later. I will wait for you.

If you don't have a Microsoft Xbox One S then get one right now for as little as $299.99

This thing can play these new higher resolution discs.

Try to watch the uncut edition if you can.

This version may not be available in your country. Some films are illegal in some countries or they were released with too many scenes deleted.

This film may be too violent for some politicians.

If you don't have a relative or friend currently living in the United States of America then let me know and you can ship it to my house and I will reship it to your country via the USPS without the case. Blu-Ray Discs are indestructible anyway and they cannot scratch them.

Don't forget to hire a lawyer before you ask me to ship this product from the United States of America into your country.

In some countries, they will simply give you a modest fine for smuggling contraband. However, in other countries, they may arrest you for the rest of your life. Proceed with caution.

In fact, Russia did not recognize the serial killer phenomenon as a real thing and they refused to investigate all homicides committed by serial killers until HBO, now an AT&T (NYSE: T) subsidiary released the television film Citizen X back in 1995.

You can now stream the film "Citizen X" right now if you are an Amazon Prime subscriber.

Go to your local police station and make sure they have unlimited access to this film.

If you are a wealthy individual then you should buy a subscription with your credit card and surrender the password to your Sheriff or equivalent.

If you are poor then you should organize with at least twenty of your neighbors and donate as little as $0.50 each month to pay for the monthly fees.

If you live in an impoverished area where the internet is not widely available to every police officer then you may need to organize a larger number of people to pay for the monthly fees collected by the phone company or by the cable company.

It is important to keep the law enforcement officials educated and connected or they won't catch too many common thugs, let alone serial killers.

If you happen to be a Senator or a Congressman or Congresswoman then you could introduce a new bill that says that all the publicly-traded companies selling internet access in your jurisdiction have to offer this service for free to all law enforcement officials for as long as they are on active duty.

If there is more than one company offering the same service then they can share the bill equally among all the companies.

Most people think Anthony Hopkins became world famous after winning the Academy Award and after being nominated for a Golden Globe back in 1992 but the fact is that he was already a very talented actor with a lot of prestigious awards at the time.

In fact, he already had two Golden Globe nominations. One for a television movie and one for a dramatic film. He also had two Emmy Awards.

He is currently working very hard shooting the second season of the television show "Westworld" coming this 2017 or 2018.

His next film is currently in preproduction and it's called "Official Secrets" starring Academy Award nominee Harrison Ford, Golden Globe winner Gillian Anderson, and Golden Globe nominee Martin Freeman.

The novel The Silence of the Lambs was originally published in 1988 by St. Martin's Press, a book publisher established in 1952 and acquired in the nineties by Holtzbrinck Publishers, a book publisher established in 1948.

Billionaires Monika Schoeller and her half-brother Stefan von Holtzbrinck inherited the company.

Maybe one day in the near future they will file for an IPO and they will allow the rest of the 623,738 residents of Stuttgart to acquire up to 10% of the publicly traded shares.

SAD FACT: There are more than 1.89 million unemployed people in Germany.

This is one of the 1001 movies you must see before you die according to Ian Haydn Smith and Steven Jay Schneider.

World famous Michael Rooker or Yondu Udonta stars in this 1986 psychological horror crime film made in a month with a very small budget of only $110,000

You may know him as Merle Dixon from the television show The Walking Dead.

Don't let the publicly-traded companies fool you into thinking that you need at least $58 million to make a good film.

Another Earth was made with only $100,000.

I Origins was made with only a million.

Once was made with only $112,000 Euros.

You can make a good film with a few credit cards, a few small business loans from your ex-girlfriends, three or four used cars currently in motion day and night picking Uber or Lyft passengers, one or two years of minimum wages and a couple of campaigns on Indiegogo and Kickstarter.

Go outside and make me a good movie.
