Two Ohio Men Convicted on Assorted Child Rape, Bestiality, and Pornography Charges

Authorities still searching for the identities of hundreds of children in photo albums shared online

In August 2019, two Lockland, Ohio men were arrested on a mix of charges related to child rape and pornography. Police were forced to scour hundreds of pornographic images posted online hoping to identify the children being victimized in them. The images, which included child bestiality and satanic rituals, were discovered during rape investigations in the Ohio counties of Clermont and Hamilton.

William Bustillos III, Age 25, was charged with raping a five-year-old boy in 2018. Evidence from a laptop and phone seized by Lockland police was instrumental in his arrest. According to court records, he was charged with rape, gross sexual imposition, pandering sexually oriented matter involving a minor, and illegal use of a minor in nudity-oriented material or performance. He was held on a $3 million bond in the Hamilton County Jail pending trial.

Police said they were tipped off when they arrested a friend of Bustillos’ — 36-year-old Joseph Lee Suder — earlier in the month. He had hundreds of images of children on his cell phone. Suder was arrested for raping a seven-year-old child and taking explicit photos of the victim and two other children, ages five and eight. His full list of charges included 3 counts of rape, 3 counts of gross sexual imposition, 16 counts of illegal use of a minor in nudity-oriented material or performance, 27 counts of pandering in obscenity involving a minor, one count of trafficking in persons, and one count of tampering with evidence. He pleaded guilty in January to 10 counts of sexual acts involving children and was sentenced to 74 years in prison.

Bustillos faced life in prison without parole due to the age of his victim. 360 pound Bustillos confessed to police that he photographed the child for sexual gratification on December 1, 2018, at his apartment in Lockland. It was Suder who had brought the boy to Bustillos.

In the arrest report, police noted that not only did Bustillos confess to raping the underage victim but that he was “found to be in possession of child pornography and bestiality involving victims under the age of 5” which further evidenced his crimes. Some of the children in the photos were as young as one year old. He also confessed to sharing the photos with others in the Cincinnati area.

After the arrests, the FBI contacted Lockland police about joining the case to pursue added federal charges, thus increasing the penalties if convicted. Some of the children seen in the photos appear to be foreign, widening the scope of the investigation into the matter greatly.

In a statement to the press, Lockland Police Sgt. Chris Lind had this to say about the case:

“I’ve seen bad before, but this was the absolute worst I’ve ever seen. I hardly slept last night because of it. His apartment was basically set up as a sex room. His bedroom included a bed with nets to mount cameras to record sex acts and a little satanic ritual set up that included pentagrams and satanic elements in the room where the pornography was created. He had dildos in the showers and these pictures of these kids in the shower with the dildos.”

When interviewed by police, Bustillos tried to excuse his actions by claiming he was molested when he was growing up. He told detectives that it was why he was like he was. When asked to clarify if he was saying he was molested as a child and that was what led him to molest the next generation, Bustillos said “Yes, I guess I am.” The interviewer said, “So I guess you don’t care about what happens to these kids?” Bustillos responded, “Yes, I guess I don’t care.”

Prior to his arrest, Bustillo was completely off the police radar. He was a high school dropout with no major criminal background. He worked at Securitas as a security guard. A forensic psychologist reviewing the case has referred to Bustillos as a sadistic sociopath.

An unnamed relative of one of the children claims that “that this is just the beginning.” They feel that the fact that the FBI has been brought in to investigate the sex trafficking going on with the multiple photos of children being shared on a website will reveal much worse to come.

The children involved in the case are currently undergoing counseling but are back in school. Their family says they are still terrified and can’t focus. The abuse only came to light when Suder’s victim began to act out violently and finally told another relative what happened to him. The family then went to the police. Despite what he experienced, one of Suder’s young victims has been very brave. He insisted on speaking out about what happened to him in order to help the other child that Bustillos confessed to raping.

In January 2020, Bustillos was sentenced to 20 years in prison after he pleaded guilty to two counts of rape in January. Bustillos is now classified as a Tier III sex offender or child victim offender. He will have to register as a sex offender for the rest of his life. The judgment entry states that upon release from prison, Bustillos will be supervised for five years.

Though the FBI has remained silent about their portion of the investigation, there are indications that between the two men convicted, hundreds or perhaps even thousands of photos of child victims were recovered. There is no indication that either man created most of the additional photographs but someone did. There is little doubt that FBI agents will continue to pursue the identity of the children in the photos and the men who sold them to the website in order to prosecute as many offenders as they can find.
