The series begins in 1919 when ex-soldier Thomas Shelby returns home to Small Heath, Birmingham with his battalion after fighting for Britain during World War I. He reunites with his brother Arthur and sister Ada at their father's pub and plans to find work for himself and his comrades in arms: John "Polly" Gray also known by his real name "Paul", Freddie Thorne aka Fred.

Polly has three children: Michael Gray (Finn Cole), who serves in World War I with Tommy and returns shell-shocked.

The show begins when Tommy returns home to Small Heath, Birmingham, England from fighting in the First World War. The family runs a small gang that makes and sells illegal alcohol, which is their main source of income. Tommy and his cousin/right-hand man Arthur Shelby have plans to expand the gang's criminal activity. They are approached by Inspector Chester Campbell who offers them money and a truce with the police if they will help him rid Birmingham of its rival gangs, including one led by Sabini, another by Darby Sabini's cousin Billy Kimber, and a third Irish gang led by Father Hughes.
