When King Huai of Chu saw that the troops of Qi, Han, and Wei were coming to fight against Chu, he had to send Prince Heng to Qin as a pledge and ask Qin to send troops to help. King Zhao Xiang of Qin sent troops to help Chu. The soldiers of the three states retreated. In the end, one of Qin's great officials fought with Prince Heng, who killed him and ran back to Chu. Qin took advantage of this to fight against Chu one after another, capturing several cities and killing tens of thousands of Chu people, forcing King Huai of Chu to break away from Qin and rejoin the "United Kingdom". He also sent Prince Heng to Qi to ask for help and stayed in Qi as collateral. As the union of Qi and Chu was certainly not favorable to Qin, King Zhaoxiang wrote to King Huai of Chu politely, asking him to meet him at Wuguan [in the east of Shang County, Shaanxi Province] to make an alliance in person and make peace forever.

When King Huai of Chu received the letter from King Zhaoxiang of Qin, he said to his ministers, "The King of Qin has asked me to go to Wuguan to make a treaty. If I do not go, I will incur his resentment; if I go, I am afraid of the danger. What should you do?" When Qu Yuan, a great official, returned from Qi, he advised King Huai of Chu to kill Zhang Yi, but he finally let him go. Now Qu Yuan stopped King Huai of Chu and said, "Qin is as strong as wolves and tigers, and we have been bullied by the king more than once. If you go, you will be trapped by him." Your Highness said, "Your words are true. We just need to strengthen our defenses. The king should not go to the enemy's country so easily!" The hanged-eyed Jin Shangke said, "Isn't Qin our relative? Because we saw our relatives as enemies, we lost battles, soldiers, and land. Now that Qin is willing to help us, how can we resist them? If the king of Qin gets angry and attacks us, won't that be worse?" Duke Lan, the youngest son of King Huai of Chu, also said, "Isn't my sister married to the prince of Qin? Isn't the daughter of the king of Qin married to me? Since the two countries have become relatives, it is only right that they should be friendly." King Huai of Chu was a wallflower who fell with the wind. After a series of defeats, he wanted to make peace with Qin. When Jin Shang was talking with Gong Zi Lan, and there was also a Shangguan Dafu helping Gong Zi Lan, King Huai decided to meet with King Zhaoxiang of Qin.

King Huai of Chu arrived at Wuguan with Jin Shang and a few attendants. The ministers of Qin came out to greet them and said, "The king of Qin has been waiting here for three days, please go in." They received King Huai of Chu into the Wu Pass with a hail of voices. When they reached a place, the chariots and horses stood still. There was a great officer who came out to meet him and asked him to change his carriage. When King Huai of Chu saw that he did not look like the king of Qin, he was a little suspicious and intended not to get out of the car. The man saluted and said, "Your Majesty, there is no need to be suspicious, I am King Jing Yang, the brother of the King of Qin. The king of Qin is not feeling well and cannot go out, so he sent me to meet him for fear that the king would take offense. Your Majesty, please go up to Xianyang to meet with the King of Qin." When King Huai of Chu heard that he was told to go to Xianyang, he was very reluctant. Suddenly he saw a large group of Qin soldiers surrounding him, so he changed color and asked King Jing Yang, "I am here to have a meeting with the King of Qin, why did you ask so many soldiers to surround me?" King Jing Yang said, "Where? Where? They are here to protect the king, please don't be mistaken." At this time, King Huai of Chu involuntarily embraced them into the carriage. The king of Jing Yang sat with him. Bai Qi, the general of Qin, led his army and "protected" them along the road. Jin Shang saw something wrong and ran back to Chu secretly with a pair of upside-down eyes.
