Involve prisoners in targeted activities, establish state control strategies in all aspects of daily prison administration, reconcile the violence following UN standards and ground rules, and treat prisoners in the prison with human dignity and socially acceptable values. Various forms of prison harassment can be addressed through the effective and humane treatment of prison staff and access to quality rehabilitation programs.

The right to human rights means that incarcerated people should not be burdened or restricted in addition to imprisonment. The inmate health system includes an ongoing process to evaluate and improve inmates' health care so that health workers can take corrective action and other steps if necessary. Claims that a prisoner is denied medical treatment for a serious medical or mental illness are investigated by trained health professionals to ensure that the refusal was informed and made voluntarily and was not the result of misunderstanding or misunderstanding. At least one inmate who initiates or completes a medical procedure for gender reassignment before incarceration will receive the necessary treatment to maintain his or her transition period until he or she is admitted when a qualified physician decides that such treatment does not recommend him or her.
