NIGERIA: Kano Hisbah evacuates teenage girls who are out hawking at night

....says it 'often lead to immoral acts'

In an effort to stop nighttime selling, the Kano state Hisbah Board has detained minor females at the Sabon Titi motor park in the state's Kumbotso Local Government Area.

Recall that Malama Kulsum Kasim, the women's wing of the Hisbah Deputy Commander General, had earlier led a group that evacuated female street vendors from the metropolitan local government regions.

She claims that young girls selling groundnuts, tiger nuts, onions, cola nuts, ground nut biscuits, and vegetables make up the majority of individuals who are involved in nocturnal hawking.

She emphasized that some were seen selling their wares late at night in markets, car parks, roadside mechanic shops, and other locations.

Malama Rabi Bello, one of Hisbah's key officials who oversaw the continuing operation, said that the sheer number of young girls prowling the streets while pretending to be hawkers was concerning.

She claimed that the team was informed by motor park company owners that the young females, most of whom were from rural areas, were involved in nighttime product hawking, which frequently results in immoral behavior.

The motor park's vendors praised Hisbah for its unceasing efforts while pleading with parents and guardians to refrain from bringing their children, especially young females, to marketplaces and motor parks for purchasing and selling after dark.

Some of those detained who spoke with Radio Nigeria pleaded for forgiveness and pledged not to commit similar crimes in the future.

The Kano State Hisbah Board is tasked with enforcing laws against street begging, prostitution, the sale and use of alcohol, and other acts of immorality.

ABOUT KANO HISBAH

A religious police agency known as the Kano State Hisbah Corps is in charge of enforcing Shari'a law in Kano state and other parts of northern Nigeria for Muslims only. Hisba was founded by Sheikh Aminu Ibrahim Daurawa, who also served as its first chief commander.

The Hisbah Corps' relationship with the civil police has occasionally been tense. When it comes to enforcing Islamic law, the Nigeria Police Force (NPF), to which the Hisbah is required to report offences, frequently refuses to assist. When Hisbah members tried to access private property to enforce Sharia, NPF officers frequently arrested them for trespassing.Additionally, federal police detained and questioned two top Hisbah personnel in 2006 on the grounds that they may have been looking for cash from abroad to train militants.

The Kano State Hisbah Corps had about 9,000 male and female officers as of 2010.

The Hisbah court in Kano State has expanded its jurisdiction to some northern states in Nigeria with sizable Muslim populations. States like Kaduna and Kwara now have regulations from the court that govern some of their districts. The court established guidelines prohibiting the use of mobile phones and sunglasses by women and girls, among other things.

The Hisbah Corps is not authorized to carry out arrests, and its members are solely provided with non-lethal self-defense tools like batons. Infractions of Sharia are expected to be reported to the Nigeria Police Force by Hisbah officers. The Hisbah Corps' other responsibilities include upholding order at religious events, vocally reprimanding Sharia violators, and mediating voluntary disagreements. Hisbah are additionally equipped with disaster response training.
