Tishchenko stated that the volunteer battalion is being formed from prisoners who are in various detention centers, explaining that the members of the battalion will contract with the Russian armed forces on general terms.

Earlier, the Commissioner for Human Rights of the Luhansk Republic, Victoria Serdyukova, reported that some Ukrainian prisoners of war held on the territory of the republic refused to be included in the exchange list.
