Despite the great efforts made by the legislative, police and judicial bodies to enact legislation and toughen penalties for violators of traffic rules and to try to implement these penalties, it can be said that we live in a state of non-compliance with traffic rules for most vehicle drivers, which are represented in several negative behaviors, including: excessive speed and trying to escape from cameras Not sticking to the traffic lane and not sticking to a sufficient distance between the vehicles in front of you and other negative behaviors.

These negative behaviors of many motorists daily may lead to hundreds or even thousands of traffic accidents, including human injuries, deaths, and damage to public and private property. This may confirm the inadequacy of these legislative, police and judicial efforts alone - despite their great importance - to bear the desired fruits, with the need to emphasize raising the age at which an individual is allowed to drive a vehicle to 21 years, which is the age of majority; Where it does not make sense that this is the age at which guardianship is lifted from an individual to allow him to manage his money, while the age at which the driver of a vehicle is allowed to lead his life and the lives of others is less than the age of majority.

The question that may arise is: Why are the legislative, police and judicial efforts, despite their extreme importance, not sufficient on their own to eliminate the phenomenon of most vehicle drivers not adhering to traffic rules?

And the logical answer could be: we need to modify the behavior of drivers and pedestrians, and modifying the behavior requires a change in the culture of individuals and the genetic component of the DNA of this culture; Therefore, this cultural change needs other means besides legal and police means, including educational, educational, media and religious means; Which may lead us to an important conclusion that we need other agencies in the country that have this means to integrate the image towards a new traffic culture that can take root in the minds of individuals.

Another question that may arise is: What is this new traffic culture?

The answer may be in the need to establish values ​​and beliefs in the mentality and conscience of individuals regarding many postulates and traffic rules that follow in a logical sequence, as follows:

Since we all fear for our lives, our safety and the safety of our loved ones,

Since we can't set the timings and locations of our loved ones around the clock,

- Since we cannot accurately identify pedestrians and drivers of other vehicles,

-Since it can be the driver of any other vehicle or a passerby who is one of our loved ones,

Since we wish for our arrival and the safety of our loved ones at our destination and destination without any harm,

- Since excessive speed reduces the driver’s control over his vehicle and he may lose control of it,

As for any important character, there may be another character more important than her,

Since any car is huge and solid, there may be another car more massive and more solid than it,

Since any excessive speed is risky and will only accelerate your arrival by a few minutes,

- Since it is better for us to be late in reaching our destination than not to arrive.

Therefore, protection and safety for all is to adhere to the various traffic etiquette and rules, the most prominent of which are:

Not using the vehicle to go to places close to home or very crowded places; As walking is a sport for the body and to maintain the general health of the individual, as can other means of transportation, in order to shorten the time and effort in trying to find a suitable and safe place to wait for the car,

Not driving the vehicle before checking the condition of the brakes and tires,

Not driving so fast that the vehicle can be controlled.

Do not drive at night in case of poor night vision.

-Priority of pedestrian traffic, especially the elderly, children and women.

Adhering to the traffic lane and not moving to another traffic lane except in cases of extreme necessity and after giving the signal and ensuring that this is possible and that it is done gradually and calmly.

Leave sufficient distances between the vehicles in front of you or those next to you while driving; allowing for a sudden stop or any emergency partial deviation from the traffic lane,

Respect traffic lights and directions, even if there are no other vehicles preventing you from moving,

Do not use the mobile phone while driving or engage in any other matter inside or outside the car other than the road.

Respect the drivers of other vehicles and pedestrians and treat them as you would like others to treat you and your loved ones,

Do not go in the opposite direction,

-Assist the drivers of other vehicles when they need to help you whenever possible,

Pedestrians cross the road carefully and from the places designated for them.

And of course other traffic rules and ethics.

Thus, the importance of the cooperation of other state agencies with the legislative, police and judicial agencies appears to eliminate the phenomenon of most vehicle drivers not complying with traffic rules as follows:

* It is important to teach ethics at various educational levels and to include traffic rules and etiquette.

* It is necessary that films, plays and series, through at least one scene, encourage the danger of non-compliance with traffic rules and etiquette, with the possibility of a small advertising break on the disastrous effects of non-compliance with traffic rules and etiquette.

* It is important that the weekly religious sermons in mosques and churches include the prohibition of violating traffic rules and etiquette.

* It is important to have some very succinct and attractive traffic rules and etiquette written in a prominent place in various newspapers, magazines, textbooks and brochures.

* It is necessary to have signs on the streets in short and attractive statements about the danger of non-compliance with traffic rules and etiquette.

Finally, the efforts of all state agencies, including educational, religious, media, and local administration, must be combined with the state’s legislative, police and judicial agencies to eliminate the non-compliance of most vehicle drivers with traffic rules and the disastrous consequences that it carries, through the establishment of a national center for traffic safety that includes experts and delegates from all concerned parties. To correct the condition of roads and traffic behaviors and to establish a new culture in the minds and conscience of individuals towards respecting traffic etiquette and rules to preserve our lives and safety and the lives and safety of our loved ones and to reach the safety of our destinations and to live in a safer and safer society.
