Kirsty Coventry’s first host race: who leads the 2036 Olympic bid
Seven countries are in Continuous Dialogue with the International Olympic Committee for the 2036 Summer Games: Germany, Hungary, India, Qatar, the Republic of Korea, South Africa and Türkiye. The final vote will take place at an IOC Session in mid-2029. This is the first full Summer Games host race under the “Fit for the Future” reforms endorsed by the 146th IOC Session in Lausanne in June 2026.
The new rules change how bids are judged. Under the published handbook, each project will be assessed on technical factors: venue masterplan and athlete experience, funding strategy, political and public support, Games delivery capabilities, and legacy strategy. Strategic elements include the bid’s vision and its alignment with local development plans and Olympic Movement goals. Preconditions include governance standards, anti-doping compliance and athlete safety.
IOC President Kirsty Coventry, a five-time Olympian, put the shift plainly: “Wherever the Games take place, one thing must never change: athletes have to be at the heart of everything we do”. Her full statement went further: “As an athlete, you spend years working to make your Olympic dream come true. The experience you have when you finally reach the Olympic Games stays with you for the rest of your life. That is why, for every future host, delivering the best possible experience for the athletes must always be the starting point”.
A bid must satisfy both columns. Meeting one is not enough.
Qatar: The 95 per cent problem
Qatar has a number on its side. More than 95 per cent of the competition venues required for a Summer Games already exist and have been tested, according to the bid’s own published statement. These include stadiums, arenas, pools, halls and multisport complexes that meet and often exceed international federation standards. The venues are connected by an urban transport system that moved over 700,000 passengers per day during the 2022 World Cup. The two furthest stadiums used during that tournament were 34 miles apart. Hamad International Airport served 52.7 million passengers in 2024 and has capacity for more. Doha has over 45,000 hotel rooms across multiple price points.
If awarded, it would be the first time the Games are hosted in the Arab world. The 2030 Asian Games in Doha will be a rehearsal: the same city, the same venues, the same organisational machinery, five years before the Olympic vote.
The heat is a hard constraint. On the day Qatar announced its bid in July 2025, temperatures in Doha reached 43°C. In the traditional July to August window, outdoor events would be health-endangering under extreme temperatures and oppressive humidity. The 2022 World Cup was moved to winter for this reason. Multiple reports indicate the 2036 Games would almost certainly be shifted to autumn or winter if Qatar wins. The competition calendar for every summer sport would have to be rebuilt around that decision. It is not impossible. The World Cup proved it can be done. But it hands every rival a talking point.
Human rights groups will keep raising the same issues. Human Rights Watch’s World Report 2026 documented continued wage theft, unexplained deaths and dangerous working conditions for migrant workers in Qatar after the tournament. Over 91 per cent of the country’s population comprises foreign workers under the kafala sponsorship system. Stonewall has stated that Qatar, where same-sex relationships are criminalised, should not host the Olympics.
Germany: The century problem
Munich won the German Olympic Sports Confederation’s internal vote on 26 September 2026, defeating Cologne-Rhine-Ruhr by 91 votes to 50. The bid is designed for 2036, 2040 or 2044. That is a deliberate hedge against the first of those years being judged too politically charged.
The infrastructure is largely in place. Roughly half the disciplines could be staged in the 1972 Olympic Park, which still functions as a sports hub. Ninety per cent of planned venues sit within 30 kilometres of the intended Olympic Village. Kiel would host sailing, as it did in 1972. The city handles large-scale events routinely: trade fairs, the Munich Security Conference, Oktoberfest. The 2031 World Athletics Championships will be held in the Olympic Stadium as a live test of delivery capability.
The referendum result is the bid’s strongest asset. In October 2025, 66.4 per cent of Munich voters backed an Olympic application on a turnout of 44 per cent. Over 305,000 people voted in favour, against roughly 154,000 opposed. For an IOC that has watched referendums kill Olympic bids in Hamburg, Innsbruck and Sion, a clear public mandate from a major European city carries weight.
Then there is 2036 itself. One hundred years after Berlin hosted the Games under Adolf Hitler. The 1936 Olympics were used as a propaganda instrument by the Nazi regime. The German president has publicly acknowledged the sensitivity of the centenary. Munich’s selection over Berlin was partly an attempt to place spatial distance between the bid and that history. But the year does not change because the city does. IOC members will do the arithmetic.
India: The story problem
India has never hosted an Olympic Games. The bid centres on Ahmedabad, in Prime Minister Narendra Modi’s home state of Gujarat, and neighbouring Gandhinagar. Cost estimates range from $4.1 billion to $7.5 billion. The Narendra Modi Stadium in Ahmedabad, the world’s largest cricket venue by seating capacity, is part of the plans. Ahmedabad will host the 2030 Commonwealth Games. That event will be a deliberate pre-Olympic test of the country’s delivery capacity.
The IOC’s concerns are documented. According to reporting by DW and others, three issues were flagged during discussions: governance problems within the Indian Olympic Association, widespread doping violations, and weak Olympic performances. The World Anti-Doping Agency recorded 260 doping-related rule violations by Indian athletes in 2024, with a 3.6 per cent positivity rate from 7,113 samples. World Athletics’ Integrity Unit placed India among countries at high risk for doping alongside Russia, Belarus, Ethiopia, Kenya, Nigeria and Ukraine. The head of the International Testing Agency was blunt: “We hear Indian athletes running away when there’s doping control”.
At Paris 2024, India won six medals. An IOC that has just published a handbook placing athlete experience at the centre of the evaluation will look at a host nation’s own sports system as part of the picture.
The historical record does not help. The 2010 Commonwealth Games in Delhi were marred by organisational failures and corruption allegations that still circulate in international sports governance circles. Ahmedabad has no comparable track record of hosting major multi-sport events. The 2030 Commonwealth Games will be a public test. The result will land before the IOC’s shortlisting decision.
The others
Hungary’s bid reportedly includes a multi-city, multi-country concept involving Budapest, Vienna, Slovakia and potentially Portugal under a “No Build Games” model. That model would use existing venues including the Puskás Stadion and Duna Aréna. It is the most unconventional proposal on the table, and it aligns with the IOC’s stated preference for sustainability and existing infrastructure. Whether the political will survives Hungary’s next election cycle is a separate question.
South Africa’s bid would be spread across Cape Town, Durban and Johannesburg. That decentralised model distributes economic impact but stretches the compact, athlete-friendly footprint the IOC now favours. Durban withdrew from hosting the 2022 Commonwealth Games in 2017, a decision that IOC members will remember. The Guardian described South Africa as “a distinct outsider”.
Türkiye’s Istanbul has failed five previous Olympic bids. South Korea has not yet resolved the internal question of whether Seoul or Jeonbuk will lead the bid, let alone how they would co-host.
What to watch before 2029
Three windows will shape the outcome. The 2030 Commonwealth Games in Ahmedabad will produce the first hard evidence on whether India can deliver a multi-sport event without the problems that have shadowed previous attempts. The 2030 Asian Games in Doha will do the same for Qatar. Climate adds another variable, since the event will be held at a time of year that could inform how a Qatar Olympics might be scheduled. Munich’s 2031 World Athletics Championships will give the IOC a direct look at the Olympic Park operating under elite competition conditions.
Between now and the March 2027 shortlisting, the seven bids will present their projects to the Future Host Commission in November. After 31 October 2026, no new interested parties will be considered for 2036. The field is set. The question is who can convince Coventry and the IOC members that their city will put athletes at the centre of an event the world will remember for the right reasons.
