The scheme implicated a network of powerful individuals, including former Malaysian Prime Minister Najib Razak (who was subsequently convicted and jailed), officials from Saudi Arabia and the United Arab Emirates, and the investment bank Goldman Sachs. The bank paid over US$2.9 billion in penalties for its role in facilitating the fraud a record-setting fine that underscored the scale of the corruption .
Low's method was sophisticated. He and his co-conspirators used a web of shell companies to move money across borders, obscuring the trail of stolen funds. They bribed officials to secure business for Goldman Sachs, inflated infrastructure contracts, and allegedly shared profits with high-ranking officials in exchange for protection .
The Lavish Lifestyle of a Thief

A US$250 million superyacht, the Equanimity (since seized by Malaysian authorities)

Beijing has denied granting him refuge, but the lack of progress in locating him has led to persistent speculation .
The failure to capture Low is widely considered a significant failure in international financial regulation and anti-corruption efforts . For a man who stole billions and orchestrated a scheme that implicated governments, banks, and Hollywood, the inability to bring him to justice is a glaring gap in the global financial enforcement system .
Asset Recovery: A Partial Victory
While Jho Low remains free, some of the stolen assets have been recovered. The US DOJ has returned over US$1.2 billion to Malaysia, part of ongoing efforts to repatriate funds. Malaysia has also secured millions in recovered assets linked to Low, including the Equanimity yacht, which was auctioned off .
But the total recovered remains a fraction of what was stolen. And for the Malaysian people, whose money was taken, the recovery offers only partial solace. The mastermind remains unpunished .
The Legacy
The 1MDB scandal reshaped Malaysian politics. It contributed to the downfall of the Barisan Nasional government in 2018, led to the conviction of a former prime minister, and spurred reforms in governance and anti-corruption enforcement. Yet the man at the center of it all remains beyond reach.
