The eighth annual meeting of the BRICS New Development Bank (NDB) commenced in Shanghai on Tuesday, with Russian Finance Minister Anton Siluanov presenting its development plans. Established in 2014 by Brazil, Russia, India, China, and South Africa, the NDB started its operations a year later. Subsequently, Bangladesh, the United Arab Emirates, and Egypt joined the bank, and Uruguay is in the process of becoming a member. Saudi Arabia is also engaged in discussions to join the NDB, which would strengthen ties between the BRICS countries and the world's second-largest oil producer.

The potential Saudi stake is expected to enhance collaboration between the NDB and the Kingdom of Saudi Arabia. The NDB issued a statement emphasizing the importance of the Saudi Arabian dialogue, stating, "In the Middle East, we attach great importance to the Kingdom of Saudi Arabia and are currently engaged in a qualified dialogue with them."

Siluanov expressed that the NDB's current objective is to expand connections and infrastructure within the bloc and improve the quality of life for its member states. He stated, "The task of the BRICS is to unite, not divide. Therefore, when the BRICS countries decided to create the NDB, we pursued one simple goal: to establish a financial institution for developing countries, providing an additional tool to support our joint development agenda."

According to Siluanov, the NDB will prioritize areas such as technology transfer, innovation promotion, food and energy security solutions, sustainable infrastructure development, and the creation of development opportunities. He stressed the importance of the NDB's openness to admitting new members and collaborating with international organizations.

Thus far, the NDB has provided loans amounting to US$33 billion for over 96 projects in its five founding-member countries, with a focus on eco-sustainable initiatives. Dilma Rousseff, the NDB president and former president of Brazil, expressed the bank's intention to establish closer partnerships with other multilateral and national banks. Additionally, the NDB aims to finance more projects in local currencies to shield borrowers from currency fluctuations. In 2021, the bank ceased structuring loans in USD and Euros.

On Monday, the NDB announced the issuance of 8.5 billion RMB Yuan worth of Panda Bonds (equivalent to US$1.23 billion) in China's interbank bond market, with the purpose of funding sustainable development projects.

Currently, the NDB is not funding any projects in Russia, although Russia remains a significant shareholder in the bank.

The NDB's annual meeting in Shanghai serves as a platform for member countries to discuss and strategize the bank's future initiatives. It is an opportunity for collaboration and cooperation among the BRICS nations to address common development challenges.
