Ireland, France, New Zealand, and South Africa -- are all on the same side of the draw. Following criticism of the uneven format of this year's Rugby World Cup in France, World Rugby chief executive Alan Gilpin has stated that draws for upcoming editions will be better balanced. Only two of the top four will make it into the Rugby World Cup 2023.

In addition, because Scotland, South Africa, and top-ranked Ireland are all in the same pool, one of those teams will be eliminated before the last eight. Even though they only won two of their five games during the Six Nations, England appears to have a much simpler path to the semi-finals on the opposite side of the draw.

In the future, the head of France Rugby commits to stopping draws won't be done as far in advance of a competition, according to Giplin, as Rugby World Cup 2023 looks to emulate, where RWC 2023 and European Championship draws are made less than a year before the start of a big event.

Speaking at the Live conference in London, Gilpin was asked if he understood the concerns of players and coaches with this year's Rugby World Cup 2023 draw. Gilpin responded, "Absolutely, and I understand, too, the frustrations of coaches and players."

He stated, "The timing of the head of France Rugby said the draw is what caused the unbalanced half. We base our decisions on the world rankings, which provide the most accurate picture of the relative strengths and weaknesses of teams but may be out of date in the future.

Gilpin stated that beginning with the 2025 women's World Cup in England, World Rugby would assume responsibility for ticket sales and the accompanying risks for future international events.
