The letter was intercepted by the United States Postal Inspector, in conjunction with the Homeland Security. The FBI was informed, as well as the CIA, and the NSA. An investigation was done, completed, and filed. By the time the letter made it to Dr. Joseph P. Ingraham, it had been in the possession of nine different government agencies, and inspected no less than fifteen times.
