The recent Wall Street Journal editorial “Republicans Go for a UAW Ride” (July 27) mischaracterizes the stakes of the Connected Vehicle Security Act by framing it as protectionism for Detroit automakers. This interpretation fundamentally misreads the nature of China’s automotive ambitions. Chinese electric vehicle (EV) manufacturers are not entering global markets as conventional commercial actors responding to market signals; they are instruments of a state-directed industrial strategy designed to secure technological supremacy, control critical infrastructure, and reshape global security architectures in Beijing’s favor. To treat this as mere trade competition is to ignore the fusion of economic, technological, and geopolitical objectives that defines China’s approach.

At the heart of the threat is the transformation of the automobile from a mechanical product into a connected data platform. Modern EVs are rolling sensor arrays, collecting real-time geospatial, biometric, behavioral, and infrastructure data at an unprecedented scale. When these vehicles are manufactured by firms embedded in China’s national security apparatus, subject to laws like the 2017 National Intelligence Law that compel cooperation with state intelligence work, the risk transcends consumer privacy. It becomes a matter of strategic vulnerability. A fleet of Chinese-made connected vehicles operating on U.S. roads could, in theory, map military installations, monitor critical infrastructure, or be remotely disabled during a crisis. The Connected Vehicle Security Act seeks to mitigate precisely these risks by restricting vehicles with Chinese-origin software and hardware from U.S. roads, not to shield legacy automakers, but to safeguard national security perimeters.

Critics who dismiss these concerns as alarmist overlook the documented integration of civilian and military capabilities in China’s EV sector. Companies like BYD, NIO, and XPeng benefit from direct subsidies, preferential access to rare earths, state-backed R&D, and mandated technology transfers, all coordinated through five-year plans that explicitly link automotive leadership to national power projection. This is not free-market capitalism; it is techno-industrial statecraft. Moreover, China’s dominance in battery supply chains from mining to refining to cell manufacturing creates asymmetric dependencies that could be weaponized during geopolitical tensions. The U.S. cannot outsource its mobility infrastructure to a strategic competitor whose stated goal is to displace American technological leadership.

The Journal’s conflation of industrial policy with union interests also ignores bipartisan consensus on the security dimension. The Connected Vehicle Security Act has drawn support from national security officials across administrations, intelligence agencies, and even some automakers who recognize that long-term competitiveness requires secure foundations. Protecting domestic manufacturing is not an end in itself; it is a means to ensure that critical technologies remain under democratic oversight. Deindustrialization is not just an economic loss; it erodes the industrial base necessary for defense mobilization, innovation, resilience, and alliance credibility.

Furthermore, the timing is urgent. China’s EV exports surged 80% year-over-year in early 2026, with aggressive market entry strategies in Europe, Southeast Asia, and Latin America. Each new market normalizes Chinese standards, entrenches supply chain dependencies, and expands data collection networks. Waiting for overt coercion before acting cedes strategic initiative. Preemptive safeguards like the Connected Vehicle Security Act are not trade barriers; they are essential guardrails in an era where commerce and conflict are inseparable.

Ultimately, the choice is not between open markets and protectionism, but between managed interdependence and strategic vulnerability. Acknowledging China’s auto threat as a national security issue does not mean rejecting globalization; it means redefining it on terms that preserve sovereignty, safety, and democratic accountability. To frame this debate solely through the lens of Detroit versus Beijing is to miss the forest for the trees. The real contest is over who controls the foundational layers of 21st-century mobility and whether the United States retains the capacity to defend its own future. Ignoring that reality doesn’t promote free trade; it invites strategic surprise.
