SARA Programme Expands to Over 14,000 Premises Nationwide, Bringing Aid Closer to Communities
The government's targeted cash assistance initiative has grown exponentially from 700 partners in 2024, with Finance Minister II highlighting Sabah's strong uptake and the expansion of essential items available to recipients.

The number of Sumbangan Asas Rahmah (SARA) business partners nationwide has increased to 14,068 premises as of August 7, compared with about 700 when the programme was introduced in 2024. The remarkable expansion reflects the government's commitment to strengthening Malaysia's social safety net and ensuring that targeted cash assistance reaches those who need it most.
Finance Minister II Datuk Seri Amir Hamzah Azizan said the expansion of the network is crucial to ensure targeted cash assistance provided by the government could reach recipients more efficiently and be made available closer to their communities. The exponential growth in the number of participating premises demonstrates the programme's success in building a comprehensive distribution network that spans the country.
He said the government would continue to widen the SARA business partner network nationwide to ensure the assistance not only increases in value but also remains accessible to all eligible recipients. The commitment to expansion reflects the government's recognition that accessibility is as important as the quantum of assistance provided.
"This is the government's approach, not merely to provide assistance, but to ensure it reaches the people, can be used and brings benefits to their daily lives," he told reporters after checking on the implementation of SARA at Pulau Bum Bum on Saturday. The visit to the island community underscored the government's focus on reaching even the most remote and geographically challenged areas.
Strong Uptake in Sabah
Amir Hamzah said of the total SARA business partners nationwide, 1,495 premises are located in Sabah, including 32 in Semporna and 115 in Tawau. The significant presence in Sabah reflects the government's efforts to ensure that assistance reaches recipients in the state, which faces unique geographical challenges due to its size and topography.
He said the utilisation of SARA in Sabah had shown encouraging results, with RM501.2 million from the SARA monthly allocation spent by 815,689 recipients as of August 7. The high utilisation rate indicates that the programme is effectively meeting the needs of recipients in the state.
Meanwhile, the SARA for all categories in Sabah recorded RM158.9 million in utilisation, or 88% of the allocation, involving 1.8 million recipients during the same period. The high transaction rate demonstrates that the programme has been well-received and effectively utilised by eligible recipients.
"The high transaction rate in Sabah shows that remote locations and geographical challenges are not barriers for people to utilise the assistance credited directly to their MyKad," he said. This achievement is particularly significant given Sabah's challenging geography, which includes remote islands, mountainous terrain, and vast rural areas.
Expanded Product Range
Amir Hamzah added that the range of products available under the SARA system had been expanded to more than 140,000 essential items, including groceries, personal hygiene products, and frozen food such as chicken and nuggets. The expansion of the product range ensures that recipients have access to a wide variety of essential goods, enhancing the practical utility of the assistance.
The inclusion of frozen food items is particularly significant, as it addresses the nutritional needs of recipients and provides them with access to protein sources that might otherwise be unaffordable. The expanded product range also gives recipients greater choice and flexibility in how they utilise their assistance.
Supporting Small Retailers
The government has also facilitated the participation of small retailers and village cooperatives by providing free point-of-sale (POS) systems, eliminating the need for traders to purchase the equipment. This initiative has been crucial in expanding the network of SARA business partners, particularly in rural and remote areas where larger retailers may not have a presence.
By removing the financial barrier to participation, the government has enabled small traders and cooperatives to become part of the SARA network, bringing assistance closer to recipients and stimulating local economic activity. The free POS systems also ensure that transactions are processed efficiently and transparently, benefiting both recipients and business partners.
Strengthening the Social Safety Net
He said the increase in the combined allocation for Sumbangan Tunai Rahmah (STR) and SARA from RM10 billion in 2024 to RM15 billion this year further reflected the government's commitment towards strengthening the people's social safety net. The substantial increase in allocation demonstrates the government's recognition of the importance of targeted assistance in addressing the needs of vulnerable households.
The STR programme provides direct cash transfers to eligible households, while SARA complements this by facilitating access to essential goods through the network of business partners. Together, these programmes form a comprehensive approach to social protection that addresses both income support and access to necessities.
Amir Hamzah gave an assurance that the government would continue identifying rural and island areas facing access challenges to ensure no target groups were left out from benefitting under SARA. This commitment to inclusivity ensures that the programme's benefits reach all eligible recipients, regardless of their location.
The Evolution of SARA
The SARA programme was introduced in 2024 as part of the government's efforts to provide targeted assistance to low-income households. At its launch, the programme had approximately 700 business partners, primarily concentrated in urban and semi-urban areas. The expansion to over 14,000 premises represents a 20-fold increase in just two years, reflecting the programme's success and the government's commitment to reaching more recipients.
The programme's growth has been driven by several factors, including the expansion of the product range, the inclusion of small retailers and cooperatives, and the provision of free POS systems. These initiatives have made it easier for businesses to participate and for recipients to access their assistance.
Impact on Recipients
For recipients, the SARA programme provides essential support for meeting their daily needs. The assistance is credited directly to their MyKad, which can be used to purchase approved items at participating business partners. This system ensures that assistance is used for its intended purpose and reduces the risk of misappropriation.
The expansion of the business partner network means that recipients can now access their assistance closer to home, reducing the time and cost associated with travelling to participating premises. This is particularly important for recipients in rural and remote areas, who may face significant transportation challenges.
The government's commitment to expanding the SARA programme and increasing its allocation reflects its recognition of the importance of targeted assistance in addressing poverty and inequality. As the programme continues to grow and evolve, it is expected to play an increasingly important role in Malaysia's social protection system.
The expansion of the SARA network is also expected to have positive economic spillover effects, as participating businesses benefit from increased footfall and sales. This creates a virtuous cycle in which assistance supports both recipients and local businesses.
The SARA programme's expansion to over 14,000 business partners nationwide represents a significant milestone in the government's efforts to provide targeted assistance to vulnerable households. The exponential growth of the programme, combined with the expansion of eligible products and the inclusion of small retailers, has made assistance more accessible and effective.
The high utilisation rates in Sabah demonstrate that the programme is successfully reaching recipients even in remote and geographically challenging areas. As the government continues to expand and refine the programme, it is likely to play an increasingly important role in strengthening Malaysia's social safety net and supporting the well-being of vulnerable households.
