Papar, a district on Sabah’s coast poised for broader development, is set to welcome its first five-star hotel: the InterContinental Sabah Kota Kinabalu Resort, targeted to begin operations in December 2027. Backed by an RM1 billion investment from Taiwan-based Sinyi Group and managed by global hospitality leader IHG Hotels & Resorts, the 80-acre (32.4-hectare) project marks a milestone in elevating Papar into an international-standard tourism destination, bringing new jobs, infrastructure, and economic opportunity to the local community.

Project Overview and Construction Progress

Announced following a site visit by Papar Member of Parliament and Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali on September 27, 2026, the development is advancing steadily:

  • Overall construction: 34.1% complete as of September 2026

  • Main hotel building: 47.7% complete, on track for the December 2027 launch

  • Full resort completion: Scheduled for 2028

  • Accommodation: 418 rooms and units across the integrated resort

  • Developer: Sinyi Group (Taiwan)

  • Operator: IHG Hotels & Resorts

  • Total investment: RM1 billion

The project has been years in the making. Efforts to secure Sinyi Group’s interest began in October 2021, when Armizan joined Sinyi directors and district officials to survey potential sites across the region. Papar was ultimately selected for its strategic location, natural appeal, and development potential, positioning it as a complement to Kota Kinabalu while establishing its own distinct identity as a premium destination. The site visit was also attended by Kawang assemblyman Datuk Seri Gulamhaidar Khan Bahadar and local leaders, underscoring broad government and community backing.

Economic Impact: Jobs, Local Spillovers, and Growth

Beyond the prestige of Papar’s first five-star property, the project is designed to deliver tangible, widespread benefit:

  • Direct employment: Approximately 700 jobs upon full operation — prioritising local hiring wherever possible

  • Supply chain opportunities: Increased demand for food, transport, maintenance, construction materials, and tourism services from Papar and surrounding districts

  • Infrastructure momentum: Large-scale resort development typically accelerates upgrades to roads, utilities, and public amenities that serve residents and visitors alike

  • Extended tourism season: Higher-standard accommodation and international branding can attract longer-stay, higher-spending visitors, including from East Asia, a key market for Sabah

Armizan emphasised that the vision extends beyond bricks and mortar: “My hope from the beginning has been for this investment to deliver benefits beyond the development of a resort. It should create jobs for local people and generate economic spillovers for food, transport, supply, and tourism service operators in Papar.”

Strategic Significance: Diversifying Sabah’s Tourism Map

For decades, Sabah’s international tourism profile has centred heavily on Kota Kinabalu, Mount Kinabalu, and coastal islands. Papar represents a deliberate expansion of that footprint:

  • Geographic balance: Distributing tourism revenue and infrastructure across the Greater Kota Kinabalu region rather than concentrating it in the capital

  • Product diversity: Offering a luxury, large-scale resort experience distinct from Papar’s existing cultural and community-focused attractions

  • Investor confidence: Sinyi Group’s RM1 billion commitment signals strong international investor confidence in Sabah’s long-term tourism potential, particularly from Taiwan and East Asia

  • Global connectivity: The InterContinental brand provides instant access to IHG’s worldwide loyalty network, bringing international marketing reach to a district previously less visible on the global tourism map

Road Ahead

With the main hotel nearing half completion and the full resort on track for 2028, the focus now shifts from construction to readiness: training local talent, strengthening supplier networks, and ensuring the community can participate fully in the opportunities the resort brings. As the first five-star development in Papar, it sets a benchmark for future projects, demonstrating that the district can host world-class tourism while retaining its local character.

A New Chapter for Papar

The InterContinental Sabah Kota Kinabalu Resort is more than a hotel it is a signal of change. It places Papar on the map as an international destination, brings substantial foreign investment to Sabah’s west coast, and creates hundreds of pathways to livelihood and enterprise. When the doors open in December 2027, the true measure of success will be not only occupancy rates and revenue but how many local families thrive alongside it.
