What if Sharon Carter has always been the Power Broker.

In a previous article I expressed some distaste for the implementation of Sharon Carter in Falcon and the Winter Soldier. It stemmed from how her path to evil began with her being seemingly abandoned by Steve Rogers after Civil War and how I felt that was inconsistent with Steve's character, defined as a person who always comes through for his friends, see Bucky and the other avengers stuck on the raft. I could only conclude that Steve could not find her because she did not want to be found and I did not feel like that sentiment was earned considering how little time they were separated before the events of infinity war. If she was not turn to dust in the snap, surely Steve could have used her expertise if nothing else to help during the crisis. Also the time frame feels really tight for her to leave the US and become the dominate force in Mandripore. I know she is portrayed as very capable, but that is a heck of a feat. Or is it? What if she had more time and a little help setting up her contacts? As she walked down the stairs after the hearing during the post credit scene in Falcon and the Winter Soldier a thought struck me, could she have been the Power Broker all along?

I quickly came to no as a conclusion, I think she was set up to be the power broker by someone else. Someone who was already using the title but did not need it anymore but wanted to hand it off to some one who they could trust to use it for them. That person would be Nick Fury. Think about what Power Broker does. It brokers top secret information from government's and villains in exchange for money and power. That is essentially who Nick Fury is. What better way to keep tabs on criminals than to buy, sell and trade info to them? But then how does Sharon fit into this? Because Nick was the public face of shield Nick would need someone to represent him as the Power Broker in Mandripore, someone he trusted. Whether that person was always Sharon could be debated, but at some point after civil war she transitioned to this role permanently. Let's break down what Sharon's timeline could look like. Bear in mind this is a theory based on observations from the films she appears in and the show.

The Winter Soldier: Sharon is introduced as one of Steve's two handlers assigned to him by Nick Fury. The other being Natasha, every aspect of Steve's life is monitored by these two women. Natasha, on Fury's orders tries to focus Steve on starting some kind of relationship. Nick presents Natasha and Sharon both as potential love interests for Steve for the purpose of getting Steve to reproduce. Steve is an asset to Nick, as long as he has headed shield one of his goals was to restart the super soldier program. By stacking the deck in his favor he could get Steve to provide him what he needed to make an army of super soldiers. Natasha and Sharon would both be aware of this objective, hence they both carefully and strategically flirt with him. Plus it further explains their willingness to protect Steve when shield is revealed to be compromised. Even without Nick Fury they were loyal to their mission. During the events of Winter Soldier Natasha backs off as a potential love interest because she is compromised by Steve asking her to be his friend and saying he trusts her.

But Sharon sticks to her mission even after she moves on to her knew role in the government following the fall of shield. Her actions in Civil War, including "the kiss" are a means to acquiring her mission goal, the Super Soldier serum, but this time she is working with the CIA. Which incidentally is the same organization that Dr. Nagel was working for. After Civil War she sets up or is set up by Fury to run things as the Power Broker in Mandripore. But then the snap happens and Dr. Nagel is gone and Nick Fury is gone and Sharon has the keys to an espionage kingdom and no more bosses and seemingly no more access to her objective. Now she has a reason to hide from Steve. In order not to compromise her new power she stays as far way from the avenger as she can and builds her criminal empire to control, as she puts it in the show, everyone. Just like Nick Fury taught her. But then everyone comes back including Dr. Nagal who she swoops in and grabs up quickly because she was one of the few people who knew what he was working on and because Steve is now truly out of her reach. That brings us neatly to the events of Falcon and the Winter Soldier.

Sharon, like many good villains, does not see herself as a villain. She has not changed her character, like Natasha tells Steve in The Winter Soldier she was being the person that she was told to be to get close to Steve and when that did not work out she continued her mission from a different angle. The same mission Nick gave her just through differing means, restart the super soldier program. But, you may be saying, do you have any proof. I mean without some proof this is all just conjecture. Well I do have one bit of proof and that is Batroc. Way back in the Winter Soldier it is revealed that he was hired to attack shield by Nick Fury himself. This was done anonymously but how does a man like Nick Fury hire Batroc without everyone finding out. Through a cover criminal organization of course, ie, the Power Broker, this working relationship would extend to Sharon when she took over the position. It is revealed in the Falcon and The Winter Soldier that Batroc never knew who the Power Broker really was and tried to blackmail Sharon with the information. Perhaps Nick hired him through Sharon all along.
