Since human beings began to augment their body tissue by way of genetic mutation and cybernetic enhancements during the late part of the 21st century. The conditions on what it meant to be actually human had been up for debate for some time. The problem was you had many new classes of individuals all claiming to be humans and expecting the same unalienable rights that went along with that designation. The governments of the world had a problem with this as the question was posed should all beings be classified as human and thus have the same rights in society? It was a rousing question that led to years upon years of legalizations, revisions, and lobbying. Until finally during the spring of 2101. On April, 17 at approximately 3:56 pm. The congressional and judicial committees of the Global Confederation of United Nations passed what was known as the "Genesis Protocol", an agreed-upon piece of legislation that guaranteed specific rights to specific individuals thereby classifying each type of individual. It was the supreme authority on human life and what it meant to be human in the day and age of enhanced augmentation.

Firstly, it classified a human being as an individual who still possessed at least 70% of their natural living tissue without enhancements, augmentation, or mutation.

If you fit this criterion but still sported some kind of augmentation, mutation, or enhancement then you were designated as an "enhanced augmented human" or EAH. A title that now comprised most of the world's population.

If You had more than 70% of your natural living tissue augmented or enhanced through cybernetical means then you would be classified as a cyborg. Cyborgs would be further classified by three levels:

Class I cyborgs: Have around 70% of their natural body enhanced and augmented through cybernetic means.

Class II cyborgs: Have around 70-85% of their natural body enhanced or augmented through cybernetic means.

Class III cyborgs: Have anywhere from 90-100% of their natural body enhanced or augmented through cybernetic means.

IAny individual who possessed any sort of gross genetic mutation or cellular manipulation that visually changed their appearance or enhanced their natural bodies to the effect where it gave them abilities, traits, or characteristics that they would not naturally have were designated as a Mutant.

A subspecies of Mutant were beastioids. A beastioid was a Mutant possessing the characteristics, traits, or appearance of a particular animal. As it became fashionable for a time for humans to enhance themselves using augmented animal DNA.

A separate piece of legislation the Emgerton-Whyatt Act granted Androids the same rights to Global citizenship as a full-blooded humans except the legal ownership of artificial intelligences.

The Fortsner-Greth protocol dealt specifically with Artificial Inteliigence's. It stated that no self awakened operating system can be left to function autonomously and all must be subject to ownership either by a single individual, partnership, group, business, or corporate entity. It specifically made it illegal for A.I's to operate alone by themselves without the subjugation of a human, EAH, Mutant, or Cyborg. It also forbade Androids from owning A.I's completely. If any self-awakened operating system were to commit a crime then its owner would be directly responsible for its actions, since A.I's have no unalienable rights of their own they cannot be tried in a court of law.

The official mandate of Genesis Protocol designates that every individual specified would now have to re-register with the Global Confederation and would be given a registration number, and a red card detailing said number and designation. It made it officially illegal for any individual to not register and to not carry this red card at all times. However in the years to come most citizens merely memorized their registration numbers rather than actually carrying the card around on their person.
