Emperor Jin Wu and his grandfather, uncle, and father were all good at playing with power, but his son, Prince Sima Ji, was an imbecile who knew nothing about anything. The court was worried, both inside and outside, that if Emperor Wu died and let this imbecile inherit the throne, there was no telling what chaos would arise.

Some ministers wanted to persuade Emperor Wu to appoint another prince, but did not dare to say so explicitly. Once Emperor Wu of Jin died, Prince Sima Ji reigned, which was Emperor Hui of Jin.

After the reign of Emperor Hui of Jin, he could not manage any of the state affairs, but made some jokes.

Once, he brought a group of eunuchs, to play in the imperial garden. It was the early summer season, the pond between the grass, the sound of a toad.

Emperor Jin Hui asked the eunuchs around him dumbfoundedly, "These little things are calling, are they for the government, or private people?"

The eunuchs looked at each other, not knowing how to answer. One of the eunuchs who were more resourceful said seriously, "Those in the official land are for the official family, and those in the private land are for private people."

The emperor nodded his head with seeming understanding.

One year, there was a famine in various places. The local officials reported the disaster to the court, saying that many people died of hunger in the disaster area. When Emperor Hui of Jin found out about this, he asked the minister, "How could people die of hunger?"

The minister replied, "There was no food in the disaster area."

Emperor Hui suddenly had an idea and said, "Why don't you ask them to eat more meat porridge?"

When the ministers heard this, they were all dumbfounded.

With such an idiotic emperor in Western Jin, a group of ambitious people around him were naturally motivated.
