Plot

Two Diplomatic Security Service (DSS) specialists are killed while attempting to capture a folder case trade occurring in a United Nations parking structure. The homicides are gotten on a surveillance camera, yet the criminal breaks with highly classified data.

Months after the fact, tow transporter Mark Warren is captured for an unlawful weapons ownership charge following a vehicular crash in Chicago.
