These aids can include the text's legislative history, surrounding circumstances, and other relevant statutes.

The General Clauses Act 1897 is one such aid to interpretation. Enacted by the British government in India, it was intended to provide a set of rules for interpreting laws and regulations in the country. The Act contains a number of general provisions, such as definitions of terms, rules for construction of statutes, and provisions for the application of repealed laws.

One of the key provisions of the Act is the definition of terms. The Act defines a number of terms that are commonly used in legal texts, such as "Government" and "officer in charge of a prison." This helps to ensure that these terms are used consistently throughout different laws and regulations, and reduces the likelihood of confusion or misinterpretation.

Another important provision of the Act is the rule for construction of statutes. This rule states that, when interpreting a law or regulation, the courts should consider the text as a whole, and should not give undue weight to any one part of the text. This helps to ensure that the intent of the legislature is respected, and that the text is not read in a way that would produce an absurd or unjust result.

The Act also contains provisions for the application of repealed laws. This is important because, in the event that a law is repealed, it is not always clear what should happen to any rights or liabilities that were created under that law. The Act provides that, in such cases, the rights and liabilities continue to exist, unless the repealing law specifically states otherwise.

In addition to these general provisions, the Act also contains a number of specific provisions that apply to particular areas of law. For example, there are provisions that apply to the appointment of public servants, and to the transfer of property. These specific provisions help to ensure that the law in these areas is applied consistently and fairly.

Over the years, the General Clauses Act 1897 has been amended several times to incorporate changing legal and administrative needs and to reflect the changing political scenario of the country. The Act was amended in the year 1904, 1923, and 1955, to incorporate new provisions and to make the existing provisions more effective.

One of the major amendments was the inclusion of Section 6 in the Act of 1904, which provides that in case of any ambiguity or inconsistency between any two Central Acts or between a Central Act and a State Act, the later in time shall prevail over the earlier.

Another significant amendment was made in the year 1923 where Section 9A was inserted in the Act. This section provides that if any Central Act, which is not in force in any particular territory, has been repealed, then the repeal shall not affect any right, privilege, obligation or liability acquired, accrued or incurred under that Act.

The last amendment made in the year 1955, Section 12 was inserted which allows the Central Government to make rules for the purpose of carrying out the provisions of the Act.

In conclusion, the General Clauses Act 1897 is an important aid to interpretation that helps to ensure that laws and regulations in India are applied consistently and fairly. The Act contains a number of general provisions, such as definitions of terms and rules for construction of statutes, as well as specific provisions that apply to particular areas of law.
