When Cleaning Up a River Does More Harm Than Good

When Hurricane Helene tore through Western North Carolina in September 2024, rivers became something almost unrecognizable.
Water surged through mountain valleys with enough force to move homes, vehicles, bridges, trees, and enormous boulders. Rivers jumped their banks and, in places, carved entirely new paths across the landscape.
When the water finally receded, the destruction remained.
Cars rested in riverbeds. Pieces of houses hung from trees. Appliances, plastics, metal, propane tanks, construction materials, and countless other objects were scattered through waterways.
There was no question that cleanup was necessary.
But in the effort to remove what Helene left behind, another problem emerged:
Where does disaster debris end and river habitat begin?
Because to us, a fallen tree in the middle of a river might look like something that needs to be cleaned up.
To a trout, hellbender, crayfish, mussel, or aquatic insect, that same tree might be home.
A River Isn't Supposed to Be Clean
We tend to have a particular image of what a healthy river should look like.
Clear water.
Smooth banks.
An open channel.
No fallen trees blocking the view.
No piles of branches.
No messy tangles of wood.
But natural rivers are messy.
Trees fall into them. Branches accumulate along banks. Boulders redirect currents. Gravel shifts during floods. Leaves collect behind logs. Pools form beneath root systems.
That "mess" is part of what creates habitat.
After Helene, the North Carolina Wildlife Resources Commission specifically warned cleanup crews that large wood, streambank trees and shrubs, and rocky material within channels are essential parts of healthy streams because they provide habitat and food for aquatic animals.
North Carolina environmental officials have similarly instructed that streams should not be cleared of all material following the hurricane. Rocks, sticks, wood, leaf litter, and other natural materials are supposed to be there.
What Looks Like Debris Might Actually Be a Trout's Home
Imagine standing beside a mountain trout stream.
There's a large tree lying partly across the water.
To us, it might look like storm debris.
Look underwater, though, and something entirely different is happening.
The current hits the log and changes direction.
Water scours a deeper hole beneath it.
Trout tuck themselves into the slower water behind the trunk, conserving energy while waiting for insects to drift past.
Leaves collect against the wood and begin decomposing.
Aquatic insects feed on that organic material.
Trout eat the insects.
Roots and branches provide cover from predators.
One fallen tree has suddenly created feeding habitat, refuge, shade, and structure.
Remove every log from a stream and you haven't necessarily "cleaned" it.
You may have removed part of the ecosystem.
Rivers Need Complexity
Healthy streams aren't uniform.
They contain riffles.
Pools.
Runs.
Undercut banks.
Gravel beds.
Boulders.
Root systems.
Fallen trees.
Slow pockets.
Fast water.
That variety is known as habitat complexity, and it allows many different species—and different life stages of the same species—to survive within one river.
Young trout may use shallow areas along the banks.
Larger trout often seek deeper pools and overhead cover.
Aquatic insects live among gravel, rocks, leaves, and submerged wood.
Hellbenders shelter beneath large rocks.
Freshwater mussels live within the river bottom.
When heavy equipment enters a stream and begins removing material indiscriminately, that complexity can disappear surprisingly quickly.
The Heavy Equipment Problem
Removing a refrigerator from a river is one thing.
Removing a refrigerator buried beneath several feet of sediment, trees, and rock is another.
Much of the post-Helene cleanup required excavators and other heavy machinery because the amount and size of the debris made removal by hand impossible.
But operating heavy equipment directly within waterways carries its own risks.
Machines can crush aquatic organisms.
Streambed rocks can become buried or displaced.
Gravel beds can be disturbed.
Banks can be stripped of vegetation.
Sediment can be released downstream.
And natural woody material can be removed alongside human-made debris.
Reports from Western North Carolina documented concerns that some large-scale mechanized cleanup operations removed excessive amounts of natural wood and disturbed riverbeds while extracting hurricane debris.
That's especially concerning in rivers containing sensitive species.
It's Not Just About Trout
Western North Carolina's rivers contain far more than the fish anglers see swimming through them.
One particularly remarkable resident is the eastern hellbender.
These giant aquatic salamanders can grow more than two feet long and spend much of their lives hidden beneath large rocks in cold, oxygen-rich mountain streams.
Those rocks aren't decoration.
They're their homes.
Hellbenders use spaces beneath rocks for shelter, protection from predators, and nesting.
Freshwater mussels face a similar problem.
Species such as the federally endangered Appalachian elktoe spend much of their lives partially buried within stream bottoms.
A piece of heavy equipment driving through the river may be passing directly over habitat that took decades to develop.
Not Every Fallen Tree Is Hurricane Trash
This distinction became important enough that wildlife biologists began identifying pieces of natural wood that should remain.
After Helene, biologists working in affected waterways marked certain logs so equipment operators would know:
Leave this one.
Why?
Because woody debris is a normal component of a healthy stream.
It stabilizes banks.
It changes water velocity.
It creates pools.
It catches leaves and organic material.
It provides surfaces where algae and microorganisms grow.
Aquatic insects feed there.
Fish feed on those insects.
Remove enough of that structure and a river can become physically simpler—even if it looks "cleaner" to us.
Sometimes a Fallen Tree Should Stay Fallen
There's another reason woody debris matters: erosion.
Tree trunks and root systems can absorb and redirect the force of moving water.
Vegetation along streambanks holds soil together.
When banks are stripped bare, they can become more vulnerable to erosion during the next high-water event.
That is why North Carolina's post-Helene guidance recommends leaving large woody debris embedded in streams and banks whenever possible and avoiding unnecessary removal of living vegetation.
A perfectly cleared riverbank may look restored.
Ecologically, it may be less stable than the messy one that came before it.
Helene Already Changed These Rivers
It's also important to recognize that Hurricane Helene itself caused enormous ecological disturbance.
Flooding is natural.
But Helene was extreme.
The storm rearranged stream channels, moved enormous rocks, uprooted forests, deposited sediment, and carried pollutants and human-made materials into waterways.
Some habitats were destroyed.
Others were created.
That's something rivers have always done.
Floods reshape them.
Pools disappear.
New pools form somewhere else.
Gravel moves downstream.
Trees fall.
Channels shift.
Aquatic ecosystems have evolved alongside disturbance.
The difference is what happens afterward.
Cleanup Is Still Necessary
None of this means Western North Carolina's rivers should simply have been left untouched.
Human-made debris absolutely needed—and in many places still needs—to be removed.
Vehicles don't belong in rivers.
Neither do refrigerators, plastics, fuel tanks, pieces of buildings, chemicals, or twisted sheets of metal.
Some logjams can also threaten bridges, homes, roads, or other infrastructure and may need to be altered or removed.
The challenge is selective cleanup.
Remove what doesn't belong.
Protect what does.
Maybe a Healthy River Should Look a Little Messy
Recovery from Hurricane Helene will take years.
Some waterways may take even longer.
But as Western North Carolina rebuilds, its rivers are rebuilding too.
And river recovery doesn't necessarily mean returning every stream to a smooth, open channel.
Sometimes recovery is a tree falling across the water.
It's leaves gathering behind a log.
It's a trout disappearing beneath an undercut bank.
It's a hellbender finding another boulder to crawl beneath.
It's insects colonizing a submerged branch.
Nature doesn't organize rivers for appearances.
It creates complexity.
So as the debris from Hurricane Helene continues to be removed, perhaps one of the most important questions isn't simply:
"How do we clean up the river?"
It's:
"What actually belongs there?"
Because sometimes the difference between debris and habitat is simply understanding what you're looking at.
