As the new epidemic improves, the Canadian federal government is considering opening up the country completely by eliminating vaccine requirements and random testing for entry. This means that it will be easier for Chinese family and friends to visit their relatives in Canada.

According to the Toronto Star, the federal government is considering ending border restrictions imposed during the outbreak, representing the end of the pandemic.

No final decision has been made yet by Canadian Prime Minister Justin Trudeau, but several sources confirmed that ministers are soon weighing the move, which could also mean the end of the unpopular ArriveCAN APP for good.

Once the entry restrictions are lifted, it means that unvaccinated foreigners will once again be allowed to visit Canada, and it will be easier for Chinese relatives and friends to come to Canada to visit their families.

Unvaccinated Canadians who cannot prove a negative COVID-19 test or a previous positive infection before entering the country will no longer face fines of up to $5,000, will not be required to stay home in quarantine for 14 days, and will no longer have to be tested for entry.

The government is also considering ending mandatory random testing of vaccinated travelers. The practice, which was suspended on June 11 and then resumed again on July 19, has been shifted to off-airport testing, either through online instructions and self-test kits, or by visiting a pharmacy.

This summer, the Canadian federal government insisted that "inbound testing remains an important part of the outbreak surveillance program to track the importation of the COVID-19 virus and to determine if new variants are emerging."

From early June to mid-July, the rate of positive tests among unvaccinated travelers increased, from 3.7 percent to 7 percent, according to Public Health Canada, but the agency did not release any data because all testing was moved off-airport.

The Canadian government has suffered much opposition over the past period for mandating that travellers upload proof of vaccination, travel details and isolation plans to the ArriveCAN APP.

The union representing the Canada Border Services Agency has called on the federal government to abolish the use of ArriveCAN because staff are spending too much time helping people fill out forms instead of focusing on customs work. Niagara Falls Mayor Jim Diodati said the APP was causing unnecessary delays at the border and stifling tourism.

Now, as pressure mounts, the Liberal government is preparing to end the rule, which is seen as "outdated" and "unnecessary. Sources within the government say the Liberals are doing exactly what they say they will do, reassessing.

Although there are still hundreds of deaths per week from COVID-19 (217 between September 4 and 10), the risk is much lower than before, and with vaccinations and booster shots, hospitalization rates are less of a concern.

Back on June 20, the government "suspended" the mandatory vaccination requirement for all air and train passengers and federal government employees.

However, Canadian Health Minister Jean-Yves Duclos issued a more cautious statement, saying that the government does not know what it is facing this fall and that everyone should be cautious and up to date on vaccines and booster shots.

Public Health Canada reported that at least 18,404 fines were levied between April 14, 2020, and Sept. 8, 2022, for COVID-19-related offences such as refusal to go to a government-approved quarantine site, failure to perform entry testing, refusal to perform entry testing and violation of quarantine requirements.
