General Summary

On the above date and time, this R/Agt was in step, outdoors, traveling northbound on Arthington, and observed the offending vehicle, illegally parked on the North/East corner of street intersection listed. Substantiating the infraction, the vehicle was observed by this R/Agt with chassis tail end of vehicle obstructing north/southbound pedestrian traffic at intersection corner, though offending vehicle rear tires were positioned directly on vehicle traffic stop line, offending vehicle chassis at the rear end was the obstructing object herein. During earlier observation (around 1500 hours), this offending vehicle was observed unoccupied, at same location by this R/Agt, intentionally.

Pursuant to ILCS 5/11-1303 (a)(1)(d); No motorist is authorized to stop, stand or park a motor vehicle to in anyway obstruct a marked/unmarked pedestrian crosswalk, whether or not the motor vehicle is occupied or unoccupied. The unoccupied vehicle appeared to belong to a resident of a white colored single family housing structure affixed directly at the corner of event location. Whether or not, the owner/operator of the motor vehicle has knowledge of the compiled statute of the State of Illinois is unclear to this R/Agt, such parked position, though appears harmless for foot traffic pedestrians is a hazard causing pedestrian traffic to careen into a blind spot position which if the were vehicle was occupied, the operating motorist could have struck pedestrian traffic, unaware of the harm.

Make and model of vehicle could not be authored in this citation, but the Illinois Vehicle License Plate is concise with the infraction herein, the observation is substantiated by sworn testimony of a sworn Agent with the above organization, operating within the Citewatch program. Apparently the motorist believed with a conscious that because the motor vehicle was not completely obstructing the pedestrian crosswalk, it was tolerable for the tail end of the vehicle to be within the path of ongoing pedestrian cross traffic, though the rear tires themselves were perfectly aligned with the vehicle stop line, no infraction had been committed.

It's believed, the motor vehicle owner/operator thought nothing of the neighboring residents utilizing the intersection pedestrian crosswalk due to an impoverished demographic, but State law, is State law, regardless of demographic or territory within this State.

When this report was furnished, this R/Agt observed the offending vehicle no longer at its unlawful location of position, who the occupant owner/operator is remains a clue for State authority to figure out when penalizing the registrant.

Registrant, vehicle owner/operators should not be under the cognitive that it is okay to commit a minor traffic law infraction because traffic laws are not heavily enforced within the North Lawndale community where the infraction resonated, but it is exactly the irresponsible cognitive, which now has been chosen to be authored and published here on this platform, and should have a clear conscience of completely respecting traffic laws, especially with human safety endowment. Operating a motor vehicle of any magnitude in the United States is a lawful privilege. Regardless of whether or not you Grant taxes anywhere your personal operation exist.

We also should be mindful that there are called pedestrian traffic flowing through this location, so therefore it should be a civil desire, one not taken to destitution, to be safe with these objects.
