On February 16, the National Development and Reform Commission, the Central Network Information Office, the Ministry of Industry and Information Technology and the National Energy Administration jointly issued a reply document. it is agreed to start the construction of national integrated computing network national hub nodes in Beijing-Tianjin-Hebei region, Yangtze River Delta region, Guangdong-Hong Kong-Macau Greater Bay Area and Chengdu-Chongqing region, plus the previous four major nodes in Ningxia, Inner Mongolia, Gansu and Guizhou.

In total, it has been agreed to start the construction of eight national hub nodes of the national integrated computing network, 10 national data center clusters have been planned, the overall layout of the national integrated big data center system has been completed, and the "counting of the east and the west" project has been launched in an all-round way.

The implementation of the project will improve the utilization efficiency of green energy in the western region, fill the demand gap of data centers in the eastern region, realize the rational allocation of data computing resources, and promote the construction of digital economy and the coordinated development of regions.

I. the implementation significance of the project of "calculating the number from the east to the west".

The "calculation of the East and the West" project is an effective means to solve the structural imbalance between supply and demand of the data center and further promote the rational layout of the data center.

All along, driven by the market, data center manufacturers tend to invest in areas with a high level of economic development and large data flow.

For example, the number of data centers in use in Shanghai, Beijing, Shenzhen and surrounding areas accounts for more than 50% of the number of units in use in China, and the shelving rate of data centers in some first-and second-tier cities can reach 60%, 80%, or even higher.

Although the trend of undertaking the transfer of data centers in the eastern part of the central and western regions is more obvious in recent years, the shelving rate of some provinces (autonomous regions and cities) is still less than 30%, which makes the situation that "supply exceeds demand" and "supply exceeds demand" coexist in China's data centers.

In this context, the project of "calculating the number from the east to the west" can effectively solve the contradiction of the structural imbalance between supply and demand in the data center, and transfer the rapidly growing demand for computing power in Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macau Greater Bay Area and other areas to Guizhou, Inner Mongolia and other places. it can not only respond in time to the needs of economic development and digital transformation of first-tier cities.

It can also give full play to the outstanding advantages of the central and western regions in land, manpower, energy, climate and so on, and promote the rational layout of the data center.

The project of "calculating from the east to the west" is an important starting point for the implementation of the "double carbon" strategy.

In the "opinions on the complete, accurate and comprehensive implementation of the new development concept to do a good job of carbon neutralization" issued by the CPC Central Committee and the State Council, it is proposed that the carbon peak and carbon neutralization target should be fully integrated into the medium-and long-term planning of economic and social development.

As we all know, the data center is a typical energy-consuming industry. The annual electricity consumption of China's data center is equivalent to the annual electricity consumption of the whole city of Shanghai, exceeding that of the three Gorges Power Station and Gezhouba. The implementation of the project of "calculating the number from the east to the west" and speeding up the layout of data centers in the western region will greatly increase the utilization rate of green renewable energy and play an important role in achieving the goal of carbon peak carbon neutralization in our country.

The project of "calculating the number from the east to the west" is an effective way to optimize the regional economic layout and promote each region to enjoy the digital dividend.

The data center has the characteristics of long industrial chain, large investment scale and strong driving effect. the whole industrial chain covers three first-level links, including IT and electromechanical equipment, data center, finance, government, Internet and other downstream applications, and more than 20 secondary links, such as IT equipment, mechanical and electrical equipment, data center, traditional IDC services, cloud computing and so on.

The western region, where the development of digital economy lags behind, will promote the upstream and downstream investment of related industries and accelerate the development of local economy through the construction of computing hubs and data center clusters.

The implementation of the "calculation of the East and the West" project will accelerate the promotion of data circulation and value transmission between the east and the west, extend the development space of the east, promote the large-scale development of the west to form a new pattern, and enable all regions to enjoy digital dividends.

Second, the interpretation of the content of the project of "the calculation of the East and the West".

"East-to-West calculation" is another national mega-project after the "South-to-North Water diversion", "West-to-East Gas Transmission" and "West-to-East Power Transmission". It refers to the construction of a new type of computing network system integrating data center, cloud computing and big data, to guide the computing needs of the east to the west in an orderly manner, so as to optimize the layout of data center construction and promote coordination between the east and the west.

At present, the project has started the construction of national computing hub nodes in Beijing, Tianjin, Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macau Greater Bay Area, Chengdu, Chongqing and Guizhou, and 10 national data center clusters have been planned.

The eight hub nodes can be divided into "four counts and four calculations" according to local resources, needs and responsibilities.

The "four numbers" hub nodes belong to the demand-oriented type, including Guangdong-Hong Kong-Macao hub, Chengdu-Chongqing hub, Yangtze River Delta hub and Beijing-Tianjin-Hebei hub, which are mainly located in the more developed areas of China and coincide with important urban agglomerations.

These areas have a high level of economic development, high population density, large data flow, strong demand for industrial digital transformation, and a large demand for data center-related business.

The establishment of hubs in these areas will help to timely respond to local industrial, financial, medical, video, AI and other business needs with high delay, and ensure the normal operation of major local and radiation projects and work.

The "Si Chu" hub node belongs to the resource-oriented type, including Inner Mongolia hub, Ningxia hub, Gansu hub and Guizhou hub, which are located in the western part of China.

These areas have more available land resources, low population density, rich power resources and cooler climate than the eastern region, which can effectively reduce the cost of data center construction and operation.

The establishment of computing hub nodes in these areas, on the one hand, can fill the gap in the demand of data centers in the eastern region, and divert the background processing, offline analysis, data storage and other services with lower delay requirements of the diversion network.

On the other hand, based on the local environment, it can effectively alleviate the energy consumption pressure of the data center, promote the development of green data center, and speed up the realization of the "double carbon" goal.

The implementation of the "calculation of the East and the West" project will lead the construction of data centers in the eastern and western regions to achieve "quality improvement".

Among them, the most significant change in the western region is the improvement of "quantity". Under the influence of the project of "calculating the number of the east and the west", the scale of the data center in the western region will show a trend of accelerated growth and drive the local area.
