What is DCMM?

DCMM is the national standard of data Management capability maturity Assessment Model (GB/T 36073-2018). It is called Data management Capability Maturity Model in English.

DCMM is the first national standard officially issued in the field of data management in China, which aims to help enterprises use advanced data management concepts and methods to establish and evaluate their own data management capabilities, continuously improve data management organizations, procedures and systems, and give full play to the value of data in promoting the development of information, digital and intelligent enterprises.

What is the content of DCMM?

The DCMM data management capability maturity assessment model defines eight core competence areas: data strategy, data governance, data architecture, data application, data security, data quality, data standards and data life cycle, which is subdivided into 28 process areas and 445 clause requirements.

What are the levels of DCMM?

DCMM divides data management capability maturity into five levels, from low to high as initial level (level 1), managed level (level 2), robust level (level 3), quantitative management level (level 4) and optimization level (level 5). Different levels represent different levels of maturity of enterprise data management and applications.

Which companies does DCMM apply to?

From the perspective of DCMM standard, DCMM is applicable to all enterprises; from a practical point of view, DCMM is applicable to two types of enterprises: data owner and information technology service side, and the focus of the evaluation of implementing the standard is different.

What is the evaluation process of DCMM implementation?

The evaluation process of DCMM implementation is divided into three stages: evaluation preparation, formal evaluation and result evaluation.

In the evaluation preparation stage, the participating enterprises establish and improve the data management system according to the DCMM standard, carry out self-evaluation in the internal operation, and can also assist in the calibration through the standard implementation consulting body, and submit effective application materials to the third-party evaluation institution.

In the formal evaluation stage, after accepting the evaluation application, the evaluation institution shall organize the on-site review and issue the evaluation report, recommend the evaluation grade, and report it to the China Electronic Information Industry Federation for the record.

In the result evaluation stage, the China Electronic Information Industry Federation shall conduct compliance review or expert evaluation on the evaluation results submitted by the evaluation institutions, and after the examination or evaluation is passed, the ability grade of the participating enterprises shall be publicized. and issue the ability grade certificate with no objection during the publicity period.

What is the evaluation method of DCMM implementation?

The evaluation methods of DCMM implementation include reviewing documents and records, observing data management process and activities and personnel interviews.

The scope of review documents and records includes rules, regulations, norms and management regulations at the company level and departmental level, as well as process documents in the management process of the company, such as meeting minutes, countersigned minutes, etc.

The main purpose of observing data management processes and activities is to understand the relevant functions and usage records of data management systems, platforms and tools.

The purpose of the personnel interview is to verify the implementation of the rules and regulations of the participating enterprises and the use of the data management platform to confirm whether the implementation process is consistent with the objective evidence.

Who is needed to participate in the evaluation of DCMM implementation?

From the organizational level, the object of the evaluation of DCMM implementation is the whole organization, which can be led by the data management department, and other departments participate and cooperate.

From the personnel level, data strategy and data governance require the participation of management, and the remaining six capability areas require the input of technical personnel. the number of participants is usually 5-10.
