The Memorandum

President Biden enacted into law twenty executive orders on his first two days in office, including one memorandum, the bulk of these EO's dealt with the viral agent Covid-19. These included creating a Covid-19 response coordinator; putting a stop to the US withdrawal from the World Health Organization (WHO), and naming Dr. Fauci as the head of the US delegation to the WHO. He asked Americans to wear masks for one hundred days; he created a Covid-19 Health Equity task force; he signed into law the requirement workers wear masks in airports and on certain modes of transportation. He called on OSHA to release clear guidance on Covid-19 issues and gave OSHA the authority to enforce worker health and safety requirements. He directed the Department of Education and Health and Human Services (HHS) to provide for safely reopening schools. He signed into law the requirement to accelerate manufacturing and delivery of supplies for vaccination; he lent support to the international pandemic support effort, and he signed a memorandum supporting the Global Health Security Agenda (GHSA).

Of all the measures put forth and signed into law aimed at perceived public safety and the establishment of a never ending pandemic response effort; (does it appear they know something they are not telling us? ) One glaring piece of information came across his tired old hands to sign, the Global Health Security Agenda. I don't know about you, but just the fact that they were able to put four buzz words into one agency is pretty impressive. Maybe its the conspiracist in me, but the hairs on the back of my neck instantly stand up when I hear the words- global, security, and agenda, among other catch phrases the elite like to toss around. Heck, the only word missing was peace, but we'll get to that later. In the words of a young, intelligent, informed friend, "We're screwed."

So like any thoughtful, curious, tax paying citizen, I wondered, "What exactly is the GHSA?" I could not recall seeing a referendum on such agenda, nor do I remember casting a vote on its enactment, yet, upon reading President Biden's memorandum on the agenda, it became quite evident that this is indeed law; the funny thing, it has been law since November 2016, the memorandum reaffirms EO 13747 of November 4, 2016, one of the last executive orders of the Obama Administration. Let's take a look, shall we.

The order states, Advancing the GHSA to achieve a World Safe and Secure from Infectious Disease Threats. Where have I heard that before, For when they shall say, Peace and safety; then sudden destruction cometh upon them. This EO created a counsel that is scheduled to meet at least four times a year, they are responsible for, A) policy level guidance to participating agencies on GHSA goals, objectives, and implementation. B) facilitate interagency, multi-sectoral engagements to carry out GHSA implementation. C) provide a forum for raising and working to resolve interagency disagreements concerning GHSA. (Sounds to me like the boys don't play well together concerning this agenda.) D) review the progress toward and work to resolve challenges in achieving US commitments to assist other countries in achieving GHSA targets, including financial commitments to reach GHSA targets through the Joint External Evaluation (JEE) tool. (You knew financing would rear its ugly head sooner or later, we'll get back to this JEE later.) E) provide initial policy-level guidance on GHSA implementation. F) develop a report on an annual basis regarding the progress achieved and the challenges concerning the US government's ability to advance the GHSA across priority countries. (It appears that strong arm tactics will be implemented to bring other nations into compliance with the agenda.) G) conduct an overall review of GHSA for submission to the president by 2019.

Interestingly, this was about the time when news of a new strain of Corona virus was beginning to spread in China.

Representatives from the following government agencies were ordered to make the GHSA a top priority; Department of State, Department of Defense, the Justice Department, Department of Agriculture, HHS, Homeland Security, the Office of Management and Budget, EPA, CDC, FBI, and the Department of Science and Technology.

President Biden's memorandum makes it an urgent priority. The goal is to save lives, promote economic recovery, and to develop resilience against future biological catastrophes. Taking each of these one at a time, we as a world wide population have seen that this pandemic is over 98% survivable; this is not to down play or minimize the pain and suffering which this disease has caused and spread. I myself contacted the virus. Most states remain in some form of economic shut down, with the loss of businesses and jobs remaining at a staggering number, many most likely lost forever. As to the final goal, resilience against future biological catastrophes, it appears evident or at the least plausible, that the world is being prepared for another, greater pandemic, one with much more bite; time will tell.

President Biden's memorandum calls for six sections for the implementation of the GHSA. Section 1. Strengthening and reforming WHO. The plan calls for 1. Exercise leadership at WHO in Covid-19 response, 2. Participate in international efforts to advance global health, health security, and prevention of future catastrophes. (Does anyone else see a pattern here? Another viral outbreak is coming). 3. Otherwise strengthen and reform WHO.

Do you get the feeling that our government thinks the WHO are incompetent?

Section 2. US leadership in Global response to Covid-19. The Secretary of State and the Secretary of HHS will inform the WHO that they will participate in distribution of a global vaccination worldwide, providing all necessary means to do so. The Secretary of State and the Secretary of HHS will provide a government wide plan to combat the pandemic. The Secretary of will have the authorization to deploy public health, health security, and health diplomacy personnel overseas. A diplomatic outreach plan for enhancing US response, including financing, food sourcing, stopping gender based violence, and to support the most vulnerable communities from impacts of the virus.

Our government will be utilized to farm out resources not only to our own citizenry, but to the world at large.

Section 3. To review financial and economic sanctions to see if they are unduly hindering responses to the virus. To make sure GHSA considerations are central to foreign policy, global health policy, and national security. Review funding, and make sure it's adequate.

This is the paradigm shift that is being implemented and institutionalized across the world, it has come not with war, but with the threat of an unseen killer; monies will be thrown at this threat on an unheard of scale.

Section 4. Financing the GHSA. Create an enduring international catalytic financing mechanism. Fancy way of saying tax. The Secretary of the Treasury shall creat how to promote funding through financial institutions, including the World Bank Group, and the International Monetary Fund.

Very clever, these globalists, they will fund their never ending vaccines upon the backs of the very citizens they have been entrusted to keep safe.

Section 5. Advancing the GHSA, including the implementation of the IHR. (Don't worry, I'll tell you about these bad boys later.) Fighting climate change will act as a driver against health threats, deploying a global response to emerging high-infectious disease threats. Create an early warning system for the next biological threat. (It's coming.) Create a new position within the UN for the above said warning system. The Director of National Intelligence shall review collection of data related to pandemics and develop a plan for how the international community can implement way to focus on such threats. (Is it just me, or can you see the implementation of the government tracking our every move, hindering our movement, all under the guise of keeping us safe from those deadly viruses that are coming.) The need to know the impact of Covid-19 on national and economic security, and on current, emerging, reemerging, potential, and future risks to national and economic security. Incorporate security measures on the next biological threat.

They don't even pretend to hide any of this from us anymore, so emboldened are they; Covid-21, 22, anyone?

Section 6. General provisions. (Make it so.)

What is the GHSA? It is a group of sixty-nine countries, international organizations, and non government organizations and private sector companies, that have come together to achieve the vision of a world safe and secure from global health threats posed by infectious diseases.

For when they say peace and safety...

These saviours of humanity have been planning this for years, they have a plan, it's called GHSA24. It was launched in 2014 by nearly thirty countries and international organizations. They comply and adhere to the WHO, which plays a key roll in the implementation of their agenda, as does the World Bank Group (WBG), along with other players who have taken a keen interest in the success of the agenda. They have a list of ten core principles, including inclusiveness, multi-sectorality, and partnership. They use leverage to bring about their goals through politics at the highest levels to achieve provincial, national, regional and global security. They use these tactics to achieve commitments at the country level, as well as in neighboring and border countries, and by promoting and supporting the mobilization of funds to achieve their goals. Suffice to say, they have their fingers in everyone's cookie jar.

What is their target goal? By 2024, five objectives are determined. 1. Promote international initiatives, instruments and frameworks relevant for health security. 2. Increase domestic and international financial support for strengthening and maintaining capacities to prevent, detect, and respond to infectious disease outbreaks, including health system strengthening. 3. Strengthen and support multi-sectoral engagement and committment to health security. 4. Improve the sharing of best practices and lessons learned, support the use and development as needed of relevant tools and mechanisms. 5. Strengthen accountability of all members under GHSA.

These goals are implemented through various governance structure groups within the GHSA, including steering, secretariat, and various task forces, as well as Action Package Working groups. All these work together to ensure cooperation between members.

The GHSA interfaces with other global actors and is linked to Agenda 2030, including Universal Health, and strengthening Disaster Risk Reduction. This leads to Global developments, changes in the environment, and migration, which they state influences the threat of infectious diseases and other biological threats. They will use fear to coerce and finally force to achieve their goals. Before we meet the other actors involved in the GHSA agenda, let's take a quick look at the WHO's Agenda 2030.

Preamble- The agenda is a plan of action. All countries will implement the plan, it has seventeen sustainable development goals, and one hundred and sixty-nine targets. There are three dimensions of sustainable development: economic, social, and environmental. Their goals are lofty to say the least; to end poverty and hunger; to create sustainable consumption and production, managing natural resources, confronting climate change, and to support the needs of present and future generations; to ensure prosperous and fulfilling lives, and economic, social, and technological progress in keeping harmony with nature. To foster peaceful, just, and inclusive societies which are free from fear and violence. Their agenda claims, sustainable development equals peace. Mobilization of the agenda is to be enacted through the Global Partnership for Sustainable Development. It calls for global solidarity, which is fostered on the needs of the poorest and most vulnerable.

Unfortunately, the goals they push forward will ensure just the opposite, the death of millions upon millions of people will come from those they espouse so strongly to care about, the poorest and most vulnerable. Their seventeen goals which they demand to implement, will be imposed on a world which believes that peace and safety are within our reach. The GHSA will guarantee that through its implementation the masses will be acceptable to its coming draconian measures of handing out piecemeal, the sustenance required to live healthy lives. The IHR will enforce its laws and require all nations to accept its rulings, in the name of equity.

Instead of ending poverty and hunger, it will assure it; through its demands for inclusiveness it will guarantee all will suffer when the next pandemic arrives; global partnership at its finest.

The stated goal of the WHO is to build a better healthier future for people. It works hand in hand with the IHR. Who the heck is the IHR? It stands for International Health Regulations, they are an instrument of international law that is legally binding on one hundred and ninety-six countries, including one hundred and ninety-four WHO member states. They create rights and obligations, and require nations to report public health events. They determine whether an event is an emergency.

The IHR monitors for the WHO and provides evaluation. The WHO provides support to countries in developing NAPHS. What? This stands for the National Action Plan for Health Security, its goal is to accelerate the implementation of the IHR capacities. They give their "expert" guidance to implement quick actions to improve health security. WHO supports IHR compliance, the GHSA supports and compliments WHO efforts for the implementation of the IHR to sectors within and outside human health; the GHSA raises awareness of IHR implementation to political leaders and mobilizes financial committments to strengthen health security. The GHSA serves as a catalyst, an accelerator, and an incubator for technological cooperation and its many tools. Finally, GHSA promotes the positive link between IHR compliance and national and economic security.

The next player on the board is the Food and Agriculture Organization of the United Nations (FAO). Their goal is to achieve food security for all and make sure people have regular access to enough high-quality food, and to lead active, healthy lives. A very noble undertaking, let's see how they attempt to achieve their goals. They work across a variety of political areas to achieve strengthened food security, a critical element to healthy lives and systems. They support countries by providing platforms, tools and capacity development approaches that address technological areas of GHSA, including emergency responses to diseases in animal populations, they lean on "experts". GHSA complements the FAO on the critical importance of domestic animals, wildlife, environment, agriculture and food security within the larger context of global health security. They promote the One Health approach in advancement of GHSA. What is One Health? Good question, let's take a peek, shall we.

One Health, is collaborative, multi-sectoral and transdisciplinary, working at the local, regional, national and global levels, with the goal of achieving optimal health outcomes, recognizing the interconnection between people, animals, plants, and their shared environment. One Health puts forth the agenda that close contact with animals and their environments provides more opportunities for disease to pass between animals and people. This is called zoonosis. Disruptions in environmental conditions can provide new opportunities for zoonosis to occur. Diseases can spread quickly across borders and around the world quickly. One Health issues include zoonotic, antimicrobial resistance, food safety, food security, vector-borne diseases, and environmental contamination. One Health is being used to fight health issues at the animal-human-environment interface, including zoonotic diseases. The CDC uses One Health in monitoring and controlling public health threats and to learn how diseases spread among people, animals, plants, and the environment. Others could (will) include law enforcement, policy-makers, agriculture, and various other communities.

The day is coming when a one world government will implement total control over agriculture and animal-based food consumption, all in the name of security. This leads us to the next player who wants to control your world, the World Organization of Animal Health (OIE). They are the standard-setting organization for animal health, to ensure the health and well-being of animals, and the safety of animal-based food and products. Their goal is to reduce the transmission of animal diseases, including zoonosis, promoting transparency, scientific information, international solidarity, sanitary safety, the promotion of competent veterinarian services, food safety, and animal welfare. The goal is to maintain human health and livelihoods; its mission, "Protecting Animals, Preserving Our Future." They contribute expertise on animal health and veterinarian services. The OIE works with the WHO to support countries to comply with both the IHR and OIE standards, including workshops. OIE supports WHO and country efforts on the JEE and NAPHS development through the provision of "experts". Is your head spinning yet? I know, who or what is the JEE? They are of course, another player, they are next on our list, but let's finish with the animal lovers.

Through the One Health approach in the advancement of its activities, the GHSA compliments OIE efforts, including synergies between JEE and PVS assessments, including national action plan development, and health security implementation work. What this all boils down to is this, the time is coming when they will take away our ability to pick and choose what we want to eat, all under the guise of health security.

Could the next pandemic come through the consumption of meat? Is a zoonotic outbreak the next false flag? Stay tuned and remain forever vigilant. Now on with the show, the next player involved in this power grab happens to be the JEE, which stands for the Joint External Evaluation; it is multi-stakeholding and was formed to support assessment processes and the resulting work of building country capacity on health security. It brings together like-minded actors from all sectors to support the entire system. It includes transparency on information and follows on national planning and policy, creating solutions and opportunities for supporting country building. It works across different core capacities to improve IHR compliance by mobilizing policy support and resources on the national, regional and global scale. They integrate the One Health approach for health security. They compliment GHSA to promote high level and multi-sectoral and committment to global health security, they emphasize the central role of the health preparedness cycle in achieving health security goals. GHSA brings high level attention to and leverages the focused efforts of the JEE alliance.

These guys bring together all the big power-brokers to the same table. They decide who gets to eat what; shoveling out food at the national, regional, and finally, global scale. For this all to work, these saviours of humanity must be funded, this is where the World Bank Group (WBG) enters the picture. They provide financial products and services to developing countries to support investments in an adverse array of areas, including health security, go figure. They use numerous mechanisms to address preparedness for pandemics and other health emergencies and through the use of these mechanisms, they accelerate global and national responses to future outbreaks with pandemic potential. Do they know something they aren't telling us?

Through the International Development Association, the WBG supports in developing pandemic preparedness plans and developing frameworks for governance and institutional arrangements for health emergency preparedness, response, and recovery. WBG supports WHO and country efforts on the JEE and NAPHS through "experts". WBG has developed financial tools to strengthen the financial and institutional sustainability of health security financing. That means a tax, the GHSA compliments WBG efforts by underscoring the economic impacts of outbreaks and health emergencies and the value of investing in preparedness. A forum is used to evaluate the importance of sustainable financing and efficient use of resources in the health sector. They extend to the entirety of public health, "Health Systems". And you thought health class was a waste of time.

All this would be pointless unless there was a player who could enforce all of this health security, and by gosh, there is, Interpol, the International Police Force. It has one hundred and ninety-two member countries, it is a neutral body that facilitates communication, mutual assistance, capacity building for law enforcement, and operational support on priority crime areas. And what is more of a priority then you going to McDonalds and getting a burger. Their focus is Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE). They directly contribute to the goals of GHSA, I am astounded; they have been developing and delivering targeted training and resources for police and key response agencies across the areas of biosafety, biosecurity and response, promoting national approaches for managing and investigating biological incidents.

In the near future, our police forces will be used to turn against the citizenry they are sworn to protect, all in the name of security. Makes you think twice about the ongoing push to defund and reinvent our police forces; might the day come when sworn officers depart in droves, leaving behind a force that is vetted to carry out the measures and maintaining health security?

So what does this all mean? the GHSA grew out of the IHR, which stresses the security of individual states is dependent on the security of all. The IHR is firmly against border restrictions, the WHO has advised against travel and trade restrictions throughout the Covid-19 pandemic. They have four reasons, 1. Border control is seen as ineffective in keeping disease out. 2. Trying to keep governments from keeping outbreaks secret for fear of economic consequences of trade/travel restrictions. The IHR instituted a "deal"- openness about outbreaks in exchange for other countries promising not to implement punitive travel/trade restrictions. 3. It was believed that border closures could hamper outbreak response, making it difficult for vital supplies and personnel to enter and deal with the health emergency. 4. Border restrictions were thought to raise dangers for human rights and civil liberties, including potential for discriminatory practices at points of entry, and restrictions on free movement.

What did they learn from this pandemic? Obviously, the Biden Administration has amped up what the response measures will be throughout the remainder of this pandemic;yes, it goes on and on. The requirements demanded by the IHR were largely ignored, as over one hundred countries imposed some form of border restrictions. The Biden Administration has signalled that during the next phase of this pandemic, or a new one, the guidelines will be enforced. This pandemic has over a 98% survivability rate, the knowledge learned from the spread of the virus confirmed that society can be controlled and marshalled into submission, giving away personal rights for the "better good of society". The cost has been enormous, social distancing has created and atmosphere of mistrust and fear. The ecomomy has been stifled and continues to progress at a slow crawl. The great reset will be institutionalized across the whole world, borders are soon to be non-existent. The failures of this pandemic response have shown the areas that need to be addressed, the great fear is that the next pandemic response will go unchecked and unheeded across national borders, accomplishing the goal of the ruling elite. The riders of the four horsemen of the apocalypse can be heard galloping ever closer, bringing war, plague and death on an unimaginable scale. The writing is on the wall, or in this case, on the memorandum.
